*** DRAFT ***
Members Present: Others Present:
Chris Asay, Dave Moses, Durk Lee, Jayce Lesniewski Carolyn Courtney, Jim Galvin, Rick Grimminger,
Matt Harline, Kirby Hudson, Andy Jakubowitch,
Donna Mitchell, Councilman Ralph Taylor,
Helen Wiles
Mrs. Mitchell asked if there was a reason we were not starting at 5 PM? Mr. Asay said, yes are waiting on Mr. Lesniewski and that
would give us a quorum. Mrs. Mitchell noted the meeting was to have started at 5 PM, that we should get started. Mr. Asay asked if
we needed a quorum to approve the agenda and minutes. The reply was yes.
Mr. Asay opened the meeting by introducing himself as the Acting Chair, Mr. Moses introduced himself as the Acting Vice Chair. Mrs.
Mitchell asked if there was an actual election of the Chair and Vice Chair as she had it on the last agenda? Mr. Asay responded with
those are appointed positions by the Chairman. She asked if they were voted on the bicycle committee? Mr. Asay said no and
traditionally we had them appointed by the Chairman (SA&T). She stated she would check with the Clerk’s Office for clarification. Mr.
Asay said that would be fine. Mr. Grimminger introduced himself as a potential member, Mr. Lee introduced himself as a
subcommittee member, Mr. Jakubowitch introduced himself as a resident, Mrs. Mitchell introduced herself as the City Manager, Mrs.
Wiles and Mr. Galvin introduced themselves representing the MPO, Mr. Harline introduced himself as the Assistant City Manager, Mr.
Hudson introduced himself as the Parks & Recreation Director, Councilman Taylor introduced himself and Ms. Courtney introduced
herself as Parks & Recreation staff.
Mr. Asay stated that Item #3 on the Agenda PAL was being removed. Mr. Moses stated Officer Anthony Smith could not attend this
evening. The request was made to include this for the December agenda.
Mr. Asay asked about the Old Business items. He asked Ms. Courtney why the 2020 Meeting Dates were on the agenda. She
responded that it was based off your email request. Mr. Asay stated there was one change in the agenda and it was made on the
revision of the minutes reposted. They have one change which was the wording of the resolution that was requested. Ms. Courtney
then stated you stated in the your email that Councilman Taylor would be handling this himself and was not discussed during the
meeting. Mr. Asay noted our motion that we voted on was not to take it to Council as Whole, it was to request the assistance of staff.
That it was not supposed to go to council just request of staff assistance to set the dates.
We reached a quorum at this time with Mr. Lesniewski in attendance.
Mr. Asay noted with those two changes in the minutes are there other changes? Mr. Lee the wording under the Seantor Bikeway
Signage and Markings was confusing. Mr. Asay asked if he wanted clarification on? Mr. Lee reviewed the statement in question about
saving money. Ms. Courtney Mr. Moses stated we would be saving a lot of money. Mr. Moses stated these comments are in
comparison of the original SBW that was going to go down Delaware Avenue and bike path behind Central Middle School and work its
way through protected wetlands into the Silver Lake Park verses the changes that were made where it was brought over 2 blocks on
south of Division Street then onto the alley behind American to Washington Street. That comment as the cost difference between the
original preferred plan and the changes that were made where we no longer had to go through Central Middle School. Mr. Moses
disputes those were his words. Mr. Asay it would helpful to clear up those statements and who said what. (Ms. Courtney will double
check the recording and amend if needed.)
CALLED TO ORDER: Meeting opened at 5:10 P.M.
MINUTES
Mr. Asay then asked for motion to approve the minutes. Mr. Moses motioned with Mr. Lee as a second to approve with noted
changes. The motion carried without objection.

AGENDA
Mr. Asay then asked for motion to approve the agenda as presented with the removal of Item #3. Mr. Moses motioned. There was
no second or formal vote to complete this motion.
OLD BUSINESS
2020 MEETING DATES CONFIRMATION
Mr. Asay noted we had previously discussed this and asked if was ok with based on the earlier discussion. Ms. Courtney agreed.
SENATOR BIKEWAY SIGNAGE AND MARKINGS
Mr. Asay regarding the discussion we were just talking about I would simply like to refer everyone to the April 2018 Council Committee
as a Whole meeting which was the meeting DelDOT presented the new concept of the SBW moving it from Fulton to Cecil and
eventually up to Washington Street. For clarification when you look at the minutes and the diagrams presented, what was presented
was a line on the map showing the route. It was not presenting the engineering design or pavement markings, it did show the little
blue directional signs but it was not a presentation of the engineering design in the same way the most of the other projects DelDOT
presents. What they do is show a project and say it’s going to be here but at some point before they start construction they show
exactly where the lines are going to be, what is going to be there changing in the pavement, and all those sorts of things. and this was
not presented for that piece of the SBW Phase 1 because it was an addition to original Phase 1. Mr. Moses stated his impression was
as it was a concept for an amendment change to the SBW that they were asking our opinion on. Mr. Asay said DelDOT and Century
Engineering did come to this committee first and council second. We approved it and council approved it also. Mr. Moses stated that
is specifically what I was talking about before with the savings verses the original plan as it went down Delaware Avenue and one of
reasons it was called the SBW the plan was requiring we have land from Capital School District and the original plan was created to go
behind Central Middle School to Silver Lake. This is the change that was made. Mr. Asay asked for any additional questions? Mr. Lee
inquired about the paint color and sharrows, etc. as I see it has already been painted. Mr. Asay noted the paint on West Street and
Route 8 has been done and it was part of the original plan it was not part of our recommended changes for signage and pavement
markings but we have not brought that to city council as we are still waiting to get on the agenda for that.
CONSTRUCTION PROJECTS
Mr. Asay reviewed the submitted written comments included in your packet. Mr. Asay then summarized Mr. Fiori’s update. Senator
Bikeway is almost complete on Route 8, except for the application of the delineators. They have not done any markings on Cecil Street.
They have installed some of the signage. Mr. Asay reviewed Mr. Fiori’s statement that DelDOT has not received any official notice to
change anything from Cecil to Washington. But that is not surprising as we have not had this heard at council. The other projects are
on Rt13, just south of Leipsic Road is now multiuse path to Townsend Blvd. It will be finished once a sewer project is completed. The
intersection of Saulsbury Road and Forest Ave the plans are still moving forward that wont be built for several years. Bradford Street
has things to be finished before moving forward there. The Capital City Trail Gateway to S. State Street, this is the project on Rt. 10,
from the base to State Street. He said construction is anticipated for March. The other project, Kenton Road from Rt 8 to Chestnut
Grove Road that has had public workshop. Construction is expected in 2022. Mr. Moses asked that has all been approved. Mr. Asay
noted the timeline listed, still quite a few steps to be taken. Finally, he talks about the east Camden Bypass from RT13 to RT10. This is a
key part of the planned bike loop to connect Rt8 with Breaknock Park and the park there. That is still years out. And last with Mr.
Fiori’s report he notes the Bike Rodeos. Ms. Courtney noted was are waiting to set dates for Hartly and North Dover Elementary
Schools. Mr. Moses wanted to make comments that the Bicycle Rodeo is the carrot at the end of a cycling safety program taught to 4th
graders during their gym classes. The rodeo is supposed to held after the curriculum is taught.
PEDESTRIAN ISSUE
Mr. Lesniewski inquired if there had been any answer to who is responsible for stripping the crosswalk on Maple Parkway and Kings
Highway whether it was the contractor doing the Capital Station or the city. The ADA curb ramps have been put in on both sides but
the crosswalk itself have not been stripped across the road. Ms. Courtney responded that Mr. Fiori had noted in the last meeting he
would look into, that was missed in his update. I will follow up with him and get an answer to this question.
Mr. Asay then skipped item E as stating it would take some time to go through moving to F & G.
Page 4
SILVER LAKE DAY
Ms. Courtney reported the Silver Lake Day on August 31 went well. Fran Riddle was still a member our of board did a walk through the
park, we did not get our walk to downtown done. We did a tree walk within in the park. It went pretty well and had ok attendance.
No one from this board helped but we did have members of the Silver Lake Commission come out and assist. Overall that piece of the
day went really well. Mr. Asay asked if that would be an annual event? Ms. Courtney said we will have to look at the programming for
the year.
MEMBERSHIP UPDATE
Mr. Asay stated we are at 6 members out of 7. So we need a new member. There are two people in the room who have applied or
attempted to apply to be appointed. Ms. Courtney noted there has been three application, 2 that are viable, Mr. Seigel and Mr.
Grimmerger. We received these with the application deadline extension. (inaudible) Mr. Asay then thanks Mr. Jakubowitch for
applying noting due to his employment he was not eligible. Mr. Moses stated with Mr. Grimmiger here and hopefully we will have a
decision and someone in place by the next meeting. That may be wishful thinking but that’s what we are hoping for. Mr. Jakubowitch
your opinion is important. Anyone can come to these meetings, Mr. Grimmiger if you are appointed we would count on you being
here as much as you could be, but if you are not we would welcome you and anybody from DDSR, anyone that you know that could
offer up opinion and ideas related to pedestrian, cycling, runners to make Dover a safer place.
Mr. Asay asked Councilman Taylor would it work to have (inaudible). Councilman Taylor suggested they talk about it tomorrow asked
if Mr. Moses wanted to also be a part of the conversation as well. Mr. Moses noted the afternoon worked better. Councilman Taylor
noted the afternoon works, lets get a decision made and move forward. Mr. Asay thanked the Councilman.
BIKE & PEDESTRIAN PLAN UPDATE
Mr. Asay stated we would do this in two parts. He opened the floor to the MPO representatives. Mr. Galvin we had a public workshop
a couple weeks ago, well attended. We have gotten a lot of good input. I have a map in my office that Leah needs back. Mr. Asay
which map? Mr. Galvin the circular map. Mr. Asay the one that was posted that had the loop trail marked? Mr. Galvin yes.
Mr. Asay noted at every meeting we want to have this on our agenda to talk about the Bicycle and Pedestrian Plan update. Mrs.
Mitchell asked Ms. Courtney if we had more exposure in the community? Ms. Courtney responded it is open on a couple of different
website for comments. We have the outline of what was presented and a comment form. It is on a couple of different websites. I
think it might be for the contractor and WRA for additional public meetings. Mrs. Mitchell wanted to sure concern of getting this out
to a broad audience is met. Mr. Asay as far as general public input, we had the workshop and we advertised that as broadly as
possible. I’m not sure what those were. But how we are going to make contact with the public from here on out is just as much of a
challenge as it was trying to get people to come to the public workshop other than the current website methods used now. Ms. Wiles
added that included it on the MPO’s November newsletter going out to about 500 people and social media channels. Mrs. Mitchell
asked about the Dover TV and media outlets? Ms. Courtney responded yes, it has been on multiple sites and will also go out in the
constant contact email blast for the Parks & Rec. Department. With a direction from Mrs. Mitchell, Ms. Courtney will check with the
library about posting on their site as well. Mr. Asay noted on the website it looked liked it had some of the display boards and
comment form? Ms. Courtney noted the file is extremely large and worked with Leah of WRA to get all the boards into a file that could
be online for review. It may take some time for the whole thing to load as it is really a large file. Councilman Taylor suggested the
Dover PD Facebook page, as they have a huge following. Ms. Courtney will reach out to Dover PD. Mrs. Mitchell asked Ms. Courtney
to reach out to local media to do a story on it. Ms. Courtney agreed and noted comments were being accepted through November 27.
Mrs. Mitchell stated we have been having conversations about getting people to stay here, part of it the gen x’s, the more we can
reach to them and all groups and see what they are looking for, the better chance of keeping them here. I would like to be sure we
have a board input. Mr. Asay well all of those announcements should be included notices about our meetings here. When you go
online and look at the charts it could be fairly confusing if you haven’t seen that kind of stuff before. I think it’s important they have a
person they can talk to. They could to our meetings and ask questions, etc. It was stated share and spread the information around as
much as possible.
Mr. Asay stated what he would like to do now is to review for some of the older members and newer members and members of the
public just what this whole process is all about. The city has taken on the task of being a Bicycle and Pedestrian Friendly Community.
What that means is that we want all our citizens to see as a realistic option if they want to they can ride their bike or walk where ever
they need to go as far as transportation needs. One of things we know from other communities is that when walking and biking are in
fact real options in those communities the majority actually prefer to bike or walk for trips less than 3 miles. So we can infer that
Dover really ahh because we have ah a very small ride share and walk share in our transportation use of transportation that most of
Page 5
citizens don’t see walking and biking as a real option. So a big part of our task is the creation of a bicycle and pedestrian plan that
makes our community more bike friendly. So the update to the plan we did in 2015 is what we are going to be taking on over the next
6 or 7 months. Dover is getting the support of Dover/KCMPO and Whitman, Requardt Associates (WRA) so they are helping come up
with an update current bike and pedestrian plan. And um, WRA they are the professionals that will be writing the plan but they are ah
they know about the professional aspect of writing the plan, what needs to be in the plan and they are aware of making plans bicycle
but they depend on us for on the ground knowledge of what’s there not there, what’s working not working. There were some people
at the workshop but not the huge crowd we like. And so it’s up to us to represent all those people and in most communities it’s more
than half of the population that would like to have the option to ride their bike or walk somewhere ah when it works for them. So we
are representing them so it’s our job to carefully look at the plan as it develops and make suggestions and comments along the way. So
that’s why over the next 7 or so meetings which the target finish date for this plan update is June of 2020. So, this is a public meeting
anybody who has comments or suggestions regarding the bike plan and brings them up in the meeting those comments are available
for review by the public and by WRA. If you want to transmit written comments you many send them to Ms. Courtney and she will
pass them onto WRA um and ah if they (WRA) have questions from us if they have questions of us, I think it comes to the city through
the MPO is that correct? Mr. Galvin stated they can contact Ms. Courtney. Mr. Asay ok, so that’s how that process goes. Mr. Galvin
noted if you have project or specific location for filling the gaps, then getting them to us sooner rather than later is important. Mrs.
Wiles added as far a future, big picture ideas, we are concurrently writing our long range plan through 2045. So we are writing our big
plan for the future to 2045. Which incorporates bike and pedestrian plans and much bigger ideas not just bike/ped related.
Mr. Asay gave his history dialog. Dover did their first bike plan in 1997. I was on that committee. Eighteen years later, in 2015 we
came up with a new Bicycle Plan and Pedestrian Plan for Dover. So that was 2015 and now we are working on the 2020 updates.
Typically, I feel these plans needs to be updated every 5 years so we can look at what’s going on and what needs to be done. Most of
the time what was said needed to be in the previous plan some things are done and some things are done so it’s just helpful to come
up with a new plan on the current situation. I also want to note there is a county wide regional bike plan and the MPO ah creates that.
The first one was done in 2011 and then there was an update in 2017. This regional plan covers all of Kent County ah including the City
of Dover. So many of the recommendations for projects that came out of those plans were projects within the City of Dover and um
some of them were in the city plan and some were different. Um so the question is, what is a plan? What’s the plan look like and uh
why is it important? And in the big picture planning is really important for every community in terms of not only transportation but the
ah development and growth of the community. So its important for them do it. But it is also a federal and state requirement so every
city every community must have a comprehensive plan they don’t require a separate bike plan but we have taken on here in Dover.
Mr. Galvin noted is it not a federal requirement for anyone, there are suggestions for transportation goes that you have one, but it’s
not a federal requirement. Ms. Asay clarified a Comprehensive Plan is a must, but the bike plan is optional but these days the
comprehensive plan does include bicycle and pedestrian stuff. Mr. Galvin noted comp plans are required to have so many (inaudible).
Where I can from in New York State is a zoning ordinance is the community plan for how it will grow. So that is sufficient as a comp
plan. So it’s not exactly correct that everyone has to have a comp plan. Mr. Asay so the City of Dover just finished displaying their
draft of a comprehensive plan and opened that up for comments. So I am hoping that everybody here did or intends to look at that
plan and make some comments there. I noticed the new comprehensive plan update has a lot more language in there relating to the
bike plan and pedestrian plan. So it seemed like the previous plan had one sentence, in the new plan there must be about 6 sentences
and that is pretty substantial.
So lets talk about the bike plan. The bike plan is an action plan. So it’s a plan for actions the city is going to take to continue to improve
conditions for walking and cycling in our community. The plan begins, if you take a look at our bike/pedestrian plan it begins with our
statement of our goals and benefits we think we will receive through that work. The plan has certain specific things it talks about our
history with walking and cycling and our past accomplishments. Then is examines the current conditions for walking and cycling.
Typically highlighting what is working and not working. And uh the plan also details current plans, policies and programs that effects
that facilitate efforts for walking and cycling. So there are state and federal policies and um ah so those that impact the creations of
bicycle facilities are mentioned in the plan. The final thing that the plan does is offers recommendations for action. And most
importantly recommendations for construction projects. OK ah and if we call those construction projects engineering. There are also 4
other of the 5 ‘E”s they talk about. So we have recommendations for education, encouragement, enforcement, and evaluation. And uh
those 5 “E’s come from the League of American Bicyclists when they help communities develop bicycle friendly communities they
provide recommendations and they talk about engineering, education, encouragement, enforcement and evaluation and so that is
what a plan typically looks like. So why is that important? Well, if our community says these are the things we want constructed inside
the community for the State of Delaware what that means is that is a message to the MPO and more importantly to the state because
the state is the entity that does almost all of the transportation construction in Delaware and the city does almost no transportation.
They will build roads, ah the state does that or if it’s a new development the developer does that. In relation to the money that is
Page 6
spent that goes to the state you know is minuscule. So what we are doing is coming up with an asking list from the state and should
mention that it is not state money being spent, but the majority of it is federal money. There is some state money. So WRA our
consultant is making doing the plan and they put together a public workshop and in the process of developing and completing this plan
there is a public workshop at the beginning which is the one we just had and then end. The one at the beginning says a. what do think
we need and the one at end says here our plan is it workable? So what happened at the public workshop, some of you attended that
and some of you couldn’t make it. Ms. Courtney interrupted with a 4 minute warning. What they did was put up about 8 poster boards.
They were mostly maps showing ah one showed where all the sidewalks were in town and another one showed where all the bicycle
facilities that are currently in place are in town and another showed panned bicycle facilities and there were a couple of charts showing
ah pieces of the Senator Bikeway very similar to what was in this, I don’t know if you were able to see if what Mr. Fiori presented to us
but he did have a couple of pictures in there. Anyway what it was was 2 poster boards for the SBW showing pavement markings,
before and after pictures and so on. So in the end what they are attempting to do to let you look at a map showing what is there now.
Ms. Courtney interrupted with a 2 minute warning. And then um having a map on a table to allow you to put marks there or wright
comments on a sheet of paper and put in a suggestion box. But what made the difference was there was people you could talk to,
people from our committee, WRA, MPO, DelDOT and that’s where the discussion came through and I found that there was a lot of
holes in the information WRA has at the moment. Um and so its our job to fill those gaps. So um. Councilman Taylor then told Mr.
Asay time was up.
He ended with that’s what we will be talking about over the next meetings. I can send you links to the plans if you haven’t already
seen them.
Announcements
Ms. Courtney noted former member Andy Seigel shared concerns of the Bus Stop stripping/location west of Booker T on the Senator
Bikeway as he didn’t remember seeing it in the plan. Mr. Asay state he remembered seeing it.
ADJOURNMENT
The meeting adjourned at 5:56 pm.

DelDOT Projects
1. Senator Bikeway, Phase 1 (T201630003)
The project has been under construction and mostly complete. Work completed has been but not limited to the
installation of the shared‐use path and sidewalk, two‐way cycle track and pedestrian and bicyclists crossing
striping. The delineators along SR8 and West Street have not been installed at this time nor has the bicycle
sharrows from Cecil Street to Washington Street. Once all work is done, a final inspection will be scheduled.
Attached are some pics of the project.
Although this sub‐committee approved a resolution in support; at this time the Department has not received any
official notification from City Council or City of Dover for the potential signing and striping revisions from Cecil
Street to Washington Street. The contractor shall pursue as per the approved plans.
2. US 13 Sidewalk Improvement (T201601201)
Construction is near complete. Construction was stopped in order for the sewer project to continue through this
section of US13. Anticipate final inspection within a couple of weeks.
3. SR8 & SR15 Intersection Improvements (T201500201)
The semi‐final plans were distributed for internal review on December 7, 2018 with comments submitted in
January 2019. Due to the work along Saulsbury Road, the existing concrete path on the east side of Saulsbury Road
will be replaced with an 8‐10’ wide hot‐mix shared used path from the Royal Farms entrance to the intersection of
Saulsbury Road and SR 8. PS&E is anticipated being in June 2020. The estimated number of calendar days for
construction is 320 days.
Project Description:
Planned improvements include the construction of and additional through lanes on each leg. The existing sidewalk
and shared‐use path will be replaced to be ADA compliant. ADA compliant curb ramps will be installed.
4. Bradford Street Streetscape Enhancements (T201620004)
Project anticipated for PS&E in March 2020. Start of construction to be determined. The City may have a drainage
improvement project along Bradford Street that could potentially push the construction out.
Project Description:
Page 8
Construction of pedestrian facilities along a section of Bradford Street between Loockerman Street and Division
Street. This will provide a continuous travel route for pedestrians between Wesley College and the downtown
area. The existing sidewalk and buffer will be replaced to an adequate ADA compliant route and to maintain
consistency through the corridor. ADA compliant curb ramps will be installed.
5. Capital City Trail Gateway to South State Street (T201701202)
The project was submitted for PS&E in October 2019. Construction anticipated to begin in March 2020. The
estimated number of calendar days for construction is 173 days.
Project Description
The purpose of this project is to construct a multi‐use trail from the Gateway Shopping Center to South State
Street for pedestrians and bicyclists connecting communities’ schools and businesses. All facilities will be ADA
compliant.
6. Kenton Road, SR 8 to Chestnut Grove Road (T201604501)
The semi‐final plans were distributed for internal review on March 4, 2019 with comments submitted on April 8,
2019.
The schedule for the K104, Kenton Road, SR8 to Chestnut Grove Road project is as follows:
• Semi‐Final Construction and Right of Way Plans – January 2019
• Final Right of Way Plans – Spring 2019
• Begin Right of Way Acquisition – Summer 2019
• Final Construction Plans – Spring 2021
• Begin Construction ‐ Spring 2022 (Funding Dependent)
Project Description:
Left and right turn lanes are proposed at all intersections along the corridor. An additional left turn lane is
proposed from Walker Road and College Road onto Kenton. As a result, a second receiving lane is required on
Kenton Road. The additional travel lane will continue southbound from College Road to SR8. Pedestrian safety will
be addressed by replacing and extending the existing shared use path with a 10’ wide P.C.C. shared use path along
the east side of Kenton Road from SR8 to College Road. The shared use path will cross Kenton Road at College
Road and continue to W. Carnoustie Road (Fox Hall West Entrance) to allow for a low stress route. The remainder
of the project corridor will have sidewalks along both sides of Kenton Road to accommodate pedestrian
movements. Five‐foot (5’) bicycle lanes will also be added to Kenton Road from SR8 to Chestnut Grove Road and
will be designated between the through and right turn lanes at intersections. A new traffic signal is proposed at
the intersection of Kenton Road and Greentree Drive to accommodate the increase in vehicular traffic and to allow
for safe pedestrian crossings. Chestnut Grove Road will be realigned to provide better sight distance for drivers
and a roundabout is proposed for the intersection.
7. East Camden Bypass (T201709503)
Although not within City limits, this project is crucial in continuing the Capital City Trail loop. We will work with the
engineer on having a separated path included in order to be consistent with the Capital City Trail project. The
survey plans were distributed for internal review on October 21, 2019 with comments due November 21, 2019.
The anticipated schedule for the East Camden Bypass project is as follows:
• Preliminary Plan Submission is scheduled for April 2020
• Final R/W is scheduled for April 2021
• PS&E is scheduled for April 2023
Project Description:
Provide a new connection from US 13 to Lebanon Road (SR 10) and Rising Sun Road.

Educational Partnerships
In September 2019, I and Carolyn were contacted by Lawanda Burgoyne, Supervisor, Student Services – Capital
School District about North Dover and Hartley Elementary Schools hosting bicycle rodeos. The Principal for North
Dover and the Physical Education instructor for Hartley were each contacted in September asking for potential
dates for the rodeo. At this time I have not received a response from either individual. Due to the impending cold
weather each event will now need to be scheduled for the spring.

DelDOT Projects
1. Senator Bikeway, Phase 1 (T201630003)
Work has been completed such as the installation of the shared‐use path and sidewalk; two‐way cycle track;
pedestrian (white) and bicyclists (green) crossing striping; delineators along SR8 and West Street and sharrows.
DelDOT has received complaints from the public about the delineators that we will be addressing. Dover should be
proud of this project as this two‐way cycle track and the bike box are the first in Delaware and will make cycling
safer within the City. Chris Asay states, “the sharrows do a good job of clearly marking the path of the Senator
Bikeway. Good job! I didn’t realize that you would be placing them at every intersection in the pattern that they
appear. Bicyclists will be able to determine by sight the path of the Bikeway, and this is great.”
See attachments (SBW1 Cecil St.jpg, SBW2 Alley.jpg, SBW3 West St.jpg, SBW4 West St. jpg, SBW5 Bike Boc.jpg,

Pedestrian Issues
At the October City of Dover Bike‐Ped Subcommittee meeting a member had a question about when the crosswalk
on King’s Highway was to be installed by Capital Station. Based on a field observation of Friday November 15th, the
crosswalk along with the yield markings have been installed, however there are R1‐5 and W11‐2 signs per the
approved entrance plan that have not been installed. I have contacted the Central District Public Works Engineer
on the status of the signs. See attachments (Kings Hwy.jpg & 3838 001.pdf).
Educational Partnerships
At this time still have not received a response from North Dover Elementary or Hartly Elementary about hosting a
