Design Committee Meeting Minutes
Design Committee
Noon via Zoom
7-8-20
Attendees: Kristin Pleasanton, Trisha Arndt, Dawn Melson, Elena Stewart, Tina Bradbury, Diane Laird
Approval of April 2020 minutes: Elana, Dawn and motion approved; minutes unanimously accepted.
Downtown re-opening: Very slow, some businesses not open or just open by appointment or select days. Restaurants:
Diana at Grey Fox, now opening Thurs – Sunday. 33 West open except Sunday’s and Monday’s; very slow with no state
workers, etc. Angelo’s still not open. EZ Pass back to regular schedule. La Baguette has outdoor seating.
Flowerpot vandal: Seeking financial restitution and mandatory community service. Community really rallied behind us
as a result of seeing this on Facebook.
Façade grant: Mr. Otis Tina is working with. New submission anticipated from Sold Out Sneakers. Window was bashed
in (random, unrelated to protest although time coincided with) at Caribbean Cuisine and façade funds were used to
repair. Caribbean Grocery at 233 W. Loockerman had a window damaged, which was prior to the protest. It is
anticipated that the building that the new master hair stylist on South State Street Alley will be painted within a month
or so. (This committee provided an architectural concept drawing for this property that depicted gray paint, white
signage, lighting and planter. A façade improvement grant application has been approved for this building.) Does code
enforcement assess individual building issues on a regular basis? City is low on inspector staff and they work the entire
city.
FY 2021 Work Plan update: Approved. “Spring into Action” - possibly change name to “Fall for Downtown” or “Fall Into
Place” “Fall Spruce-Up” “Fall Forward” with three weeks opportunity to respond. Review responses at Sept. meeting
and begin to implement immediately. Consider removing a grant match for exteriors. Diane to send out workplan.
Discussion regarding “Spring Into Action” now changed to “Fall For Downtown.” Send survey, allow three weeks
response time.
AARP Grant: No response yet, anticipate week of July 6. Must begin immediately if we are awarded the grant, as
completion is required by Dec 10 or thereabouts. Input would be required for the design, John Waters would produce
and install the mural with Josh assisting, celebration and unveiling no later than first week of December.
First Friday, September 4 could do a downtown mural celebration of the two new and possibly the AARP-funded one, if
that grant is awarded. 5 p.m. Diane contact Bill Winters, Kristin will contact Josh. Mitten & Winters, Family Dollar and
ideally the new AARP mural. Plaque: Elena Stewart and Kristin will research cost and specs, quote, and a digital image
from Josh.
No public comments.
Meeting adjourned 1:10
Next meeting: September 9, 2020
The Design Committee enhances and improves the appearance of the downtown Dover area and educates the public
and private sectors about good design principles and the value of historical and cultural preservation.
