SPECIAL COUNCIL MEETING
A Special Council Meeting was held on August 9, 2016 at 5:41 p.m. with Council President Slavin
presiding. Members present were Mr. Hare, Mr. Hosfelt, Mr. Hutchison, and Mr. Neil.
Mr. Anderson, Mr. Cole, Mr. Lewis, and Mr. Sudler were absent. Mayor Christiansen was also
present.
Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell. Other staff
members present were Mr. Hudson and Police Chief Bernat.
ADOPTION OF AGENDA
Mr. Hutchison moved for approval of the agenda, seconded by Mr. Hosfelt and unanimously
carried.
Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004 (b)(6) -
Discussion of the content of documents, excluded from the definition of "public record" in
§10002 of this title where such discussion may disclose the contents of such documents (§10002
(l)(1) Any personnel, medical or pupil file, the disclosure of which would constitute an invasion
of personal privacy, under this legislation or under any State or federal law as it relates to
personal privacy). The motion was seconded by Mr. Hutchison and unanimously carried.
The Special Council Meeting recessed into Executive Session at 5:41 p.m. and reconvened at
5:51 p.m.
ACTION RESULTING FROM THE EXECUTIVE SESSION
Request for Approval of Extension of Pay Benefits
During the Executive Session, members of Council considered a request for approval of an extension
of 100% pay for Corporal Thomas Hannon, in accordance with Section 12, On-the-Job Injury, of the
Fraternal Order of Police (FOP) contract.
Mr. Hare moved to extend 100% pay for Corporal Hannon through August 17, 2016 when he
will return to light duty. The motion was seconded by Mr. Hosfelt and unanimously carried.
Mr. Neil moved for adjournment, seconded by Mr. Hutchison and unanimously carried.
The Special Council Meeting adjourned at 5:52 p.m.
