ACTION FORM PROCEEDING: Parks, Recreation and Community Enhancement Committee DEPARTMENT OF ORIGIN: Planning & Inspections DATE SUBMITTED: August 18, 2014 PREPARED BY: Ann Marie Townshend, AICP, Director of Planning and Community Development SUBJECT: Downtown Development District Program – Proposed District Boundary REFERENCE: N/A RELATED PROJECT: N/A APPROVALS: N/A EXHIBITS: Proposed District Boundary Map EXPENDITURE REQUIRED: N/A AMOUNT BUDGETED: N/A FUNDING SOURCE (Dept./Page in CIP & Budget): N/A TIMETABLE: Downtown Development District application is due on November 1, 2014. Staff is requesting that the proposed boundary be approved quickly so that the data needed for the application can be collected based on the boundary. RECOMMENDED ACTION: Staff recommends that the Committee endorse the proposed Downtown Development District Boundary and recommend that City Council accept the boundary. BACKGROUND AND ANALYSIS The Delaware General Assemby enacted the Downtown Development District Act in June 2014. Under this law, the Governor will designate three Downtown Development Districts in the first round of designations, one from each county. Development projects within designated Districts will be eligible for a 20% rebate for project costs over $25,000. Dover is well positioned to submit a successful application for Downtown Development District designation, as we have a number of redevelopment incentives in place. In addition, we have two master plan documents that complement each other in support of revitalizing the downtown. Under the program application guidelines, Downtown Development Districts are limited to 225 acres in size. The Planning Office and GIS staff worked together to develop a proposed district boundary that is within the Downtown Redevelopment Target Area defined in code and also meets this area limitation. The area that we have proposed is 220 acres. Once a boundary is determined, staff will be able to compile data based on the determined boundary and complete the Downtown Development District application.
