CONSTRUCTION AND PROPERTY MAINTENANCE
CODE BOARD OF APPEALS
The Construction and Property Maintenance Code Board of Appeals meeting was held on
April 15, 2021 at 4:01 p.m. with Chairman Anderson presiding. Members present were Mr. Neil
and Mr. Rocha. Staff members present were Mr. Kopp, Ms. Bowen, Ms. Tauchus, and
Mrs. Ramsey.
AGENDA ADDITIONS/DELETIONS
Mr. Neil moved for approval of the agenda, seconded by Mr. Rocha and unanimously
carried.
Property Maintenance Code Violation (Chapter 114 – Vegetation – Article I – In General,
Section 114.2(h)(2) – Pruning and removal) – Appeal of Citation – 897 Woodcrest Drive
(Robert Revels)
Ms. Velvet Bowen, Code Enforcement, reviewed the case history for 897 Woodcrest Drive.
Responding to Mr. Rocha, Ms. Bowen stated that Mr. Revels was only fined once for $50.00. She
explained that the Code Enforcement department did not typically take pictures once compliance
was made so she did not have any pictures to show compliance, but she had done a visual
inspection and closed the case out. She noted that this was the first notice she had ever sent to
Mr. Revels.
Responding to Mr. Anderson, Ms. Bowen stated that the first notice was sent on January 29, 2021.
the third notice was sent on March 10, 2021, and compliance was made after March 10, 2021. She
explained that Mr. Revels had mentioned a mailing delay which she could attest that there had
been delays for a lot of stuff. Ms. Bowen noted that from the summer of 2020, until recently Code
Enforcement had been giving an extended amount of time for compliance. She stated that typically
for a violation like this a week or two was given for compliance, however, Mr. Revels was given
about 18 days between notices.
Responding to Mr. Rocha, Mr. Revels stated that there had been some bad weather in February
and March, however, he did the work himself. He explained that he finally received the first letter
from Ms. Bowen in mid-February. Mr. Revels noted that once he was aware there was an issue,
he took care of it as quickly as he could.
Mr. Rocha moved that the violation and fine be rescinded. The motion was seconded by
Mr. Neil and unanimously carried.
Mr. Neil moved for adjournment, seconded by Mr. Rocha and unanimously carried.
Meeting adjourned at 4:16 p.m.
