ACTION FORM
PROCEEDING: Legislative and Finance Committee AGENDA ITEM NO.:
DEPARTMENT OF ORIGIN: Police DATE SUBMITTED:
PREPARED BY: Captain Robert Scott / Administrative Division Commander
SUBJECT: Transfer of 2014 Dodge Charger from the Police Department to the Mayor
REFERENCE: Police CIP Budget
RELATED PROJECT: N/A
APPROVALS: City Council
EXHIBITS: None
EXPENDITURE REQUIRED: $23,483.00 PROJECT BUDGET: $23,800.00
FUNDING SOURCE (Dept./Page in CIP & Budget): FY14 CIP, pp. 165-166
TIMETABLE: Upon receipt of council approval, the vehicle will transfer to the Mayor
RECOMMENDED ACTION: Approve the vehicle transfer as requested
BACKGROUND
For several years the Mayor’s vehicle was treated as an extension of the Police Department’s fleet of vehicles.
Ford Crown Victoria’s were transferred to the Mayor and his old vehicle was rotated back into the Police fleet.
In the summer of 2004, the practice changed somewhat when a 2000 Ford Taurus, in lieu of a Ford Crown
Victoria, was rotated out of the Police fleet for Mayor Speed. This vehicle stayed with the Mayor’s Office until
February 2011 when a new 2011 Ford Crown Victoria rotated out of the Police fleet for Mayor Carey. This
vehicle was expensed from the Mayor’s budget and the Police Department’s budget was adjusted accordingly.
The 2000 Taurus was rotated into the Police fleet and is currently in use assigned to the Admin Division.
The Police Department has had no issues implementing this practice in the past. The vehicles that rotated in
and out of their fleet for the Mayor have always been well maintained, so the older vehicles rotated back into
the Police Fleet were normally equipped and put on the road for use by primary duties in the Patrol Unit. With
the Ford Crown Victoria’s being phased out there has been additional equipment expenses to equip the Dodge
Chargers. By transferring the 2011 Ford Crown Victoria into the Police Department’s fleet we would be able to
equip it at minimal cost since that equipment is still on hand.
In addition, as an Ambassador to the city, the position of Mayor requires a lot of interaction with local
community leaders and citizens, and the vehicle he drives should reflect his position of responsibility within the
city structure and an older vehicle would not reflect well upon the city.
FUNDING
There is sufficient funding available in the CIP for the purchase outlined above. Attached is the cost breakout
for the vehicle that was purchased.
ACTION REQUESTED
The Legislative and Finance Committee approve the vehicle transfer and recommend approval by the Council.
