The Planning Office will be providing the submitted Application to our Department and Agency reviewers
(by paper copy and/or electronic copy) so that technical review can continue. Comments should be
submitted electronically to the Planning Office via email directly to dmelson@dover.de.us or to
compplan@dover.de.us.
The Applicant Development Advisory Committee (D.A.C.) will be held both In-Person in the City Hall
Conference Room and as a Virtual Meeting on Wednesday, September 8, 2020 at 10:00 AM with
participation information to be released in the future.
APPLICATION FOR REVIEW:
1. AX-21-03 Lands of Indoor Tennis, Inc. at 633 Persimmon Tree Lane – Review of an
Annexation Request and Rezoning Request for a parcel of land totaling 3.1707 acres +/-
located at 633 Persimmon Tree Lane, Dover. The property is currently zoned AR (Agricultural
Residential District) in Kent County. The proposed zoning is RC (Recreational and
Commercial Zone). The property is located on the north side of Persimmon Tree Lane and
approximately 200 feet east of Kurt Drive. The annexation category according to Dover’s 2019
Comprehensive Plan is Category 2: Priority Annexation Areas and the land use designation is
Residential Low Density. A Minor Variation to the Comprehensive Plan has been submitted to
change the land use to Commercial – Entertainment to allow for the RC (Recreational and

Commercial) Zone at this location. The Owner of Record is Dover Indoor Tennis, Inc. Property
Address: 633 Persimmon Tree Lane. Tax Parcel: LC-00-058.00-01-32.00-000. Proposed
Council District 3. Ordinance #2021-16. The First Reading of this Annexation Request was
August 9, 2021. Public Hearing before the Planning Commission is scheduled for September
20, 2021 and City Council on October 11, 2021.
