POLICE ATHLETIC LEAGUE, INC. (PAL)
The Police Athletic League, INC. (PAL) Meeting was held on October 27, 2021 at 12:07 p.m. at the Dover Police
Department in the upstairs training room with Chief Thomas A. Johnson, Jr. presiding. Members of the PAL
Board in attendance were Kevin Baird, Esq, and Dr. Chandra Jackson. Dr. Wilma Mishoe was absent.
PAL PROGRAM UPDATES / NEW BUSINESS
Patrolman First Class (PFC) Anthony Smith, PAL Coordinator presented a video compilation of the Youth
Academy held the summer of 2021. (Inspiring The Next Generation | Dover Police Athletic League Youth Academy
Recap 2021 - YouTube).
Kevin Baird complimented PFC Smith on the video and asked if there was follow up with the participants since
the Academy. PFC responded that they had a book to read and received a coin if they did so, he further stated
that they were going to have a sporting event where both groups of youth academy attendees would gather but
due to COVID, was cancelled and there has not been any further follow up.
After discussion about an explanation of the contents in the video, to those not familiar with the Youth Academy,
it was decided that the next video would have voice over’s describing each segment.
PFC Smith referred to the Police Athletic League Updates (Attachment #1).
Responding to Dr. Jackson’s question regarding the early start times of the Basketball Thanksgiving Break Open
Gym (0800-Noon), PFC Smith stated that the times were set by Central Middle School and they were providing
the maintenance staff and a nurse; however, he would inquire if the times could be adjusted.
In response to Dr. Jackson’s question regarding snacks for the program, PFC Smith stated that last year, the school
opened the cafeteria, however, it was hard to determine the amount of food needed as there is not a registration
for the event. It was further discussed that in the past, there has been up to 65 participants and during the
weekdays, they would be fully staffed as the School Resource Officer’s would be at the gym to assist (school will
not be in session, but the SRO’s are still working), but the weekends create an issue for manpower. Responding
to Chief Johnson, PFC Smith stated that he would need 2-3 Officers per weekend day and this would be overtime.
Chief Thomas Johnson moved to approve the Basketball Thanksgiving Break Open Gym (regardless of start/end
time of the four hour daily segments) facilitate adequate weekend staff for the event and to provide snacks/drinks
for the program at an expense not to exceed $250.00 seconded by Kevin Baird and unanimously carried.
PFC Smith stated that the Inaugural “Outrunning Childhood Cancer” 5K run and 1 mile walk had 150 participants
and the net proceeds were $600.00 ($300 to the Ronald McDonald House and $300 to PAL). PFC Smith further
mentioned that he is going to start planning the 2nd Annual race, but would meet with other organizers that might
charge less for their services.
PFC Smith discussed the need for a new sweatshirt design and material change and presented a sweatshirt that
the Dover Police Department has in their merchandise store. He explained that the quality was better and he
would like to move forward with a new design and that there was the potential to create an online store that people
could order direct and would be another fundraising source. The Board was in agreement to move forward with
a new design and potential online store.
PFC Smith advised members of the Board that the State of Delaware Annual Franchise Tax Report was filed with
the names of the four members using the address of the Dover Police Department and further mentioned that none
of the members personal information was used for this report.

Chief Johnson brought to the attention of the Board that Lisa Chase, Grant Writer for the City of Dover is recently
ordained and would like to be a spiritual advisor to the attendees of the PAL Program. PFC Smith stated that
programs are a safe space for the participants and he tries to redirect negative behavior, but also allow the youth
to be themselves and talk openly with him, he asked that he be able to talk to the participants first to get their
feedback prior to Ms. Chase attending any program.
OLD BUSINESS
Chief Johnson stated that he had once again discussed event insurance concerns with regards to cost (in the past
the insurance for events was paid for/handled by the City of Dover and previous City Manager Donna Mitchell
stated the City would no longer facilitate and it must be paid for by PAL donations) with Matt Harline, Interim
City Manager. Mr. Harline suggested that he or Ms. Lori Peddicord, Controller/Treasurer for the City of Dover
be placed on the board of PAL to help oversee the program. Mr. Harline has since departed from the City of
Dover and this topic was brought to Mayor Robin Christiansen’s attention for further discussion.
