SPECIAL COUNCIL MEETING A Special Council Meeting was held on January 7, 2013 at 5:00 p.m. with Council President Leary presiding. Members present were Mr. Anderson, Mr. Dixon (arrived at 5:06 p.m.), Mr. Lynn, Mr. Perza, Mr. Bonar, Mrs. Williams, Mr. Hare, and Mr. Hutchison. Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell. Mayor Carey was also present. AGENDA ADDITIONS/DELETIONS Mr. Bonar moved for approval of the agenda, seconded by Mr. Anderson and unanimously carried. By unanimous consent, the meeting was recessed into Executive Session to discuss legal matters. Meeting recessed at 5:01 p.m. Mr. Bonar moved to adjourn the Executive Session, seconded by Mr. Dixon and unanimously carried. Executive Session adjourned at 5:38 p.m. THE CITY OF DOVER - AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) ORGANIZING PETITION - DECISION During the Executive Session, Mr. Glenn Mandalas of Baird Mandalas, LLC, provided an update on the City of Dover American Federation of State, County and Municipal Employees (AFSCME) organizing petition decision. Mrs. Williams moved to authorize Mr. Glenn Mandalas of Baird Mandalas, LLC to represent the City of Dover in appealing the decision to the Public Employee Relations Board (PERB). The motion was seconded by Mr. Bonar and carried, with Mr. Lynn and Mr. Hare voting no. By unanimous consent, the Special Council Meeting adjourned at 5:39 p.m. TRACI A.
