University of Delaware: Institute for Public Administration - FOIA for Local Officials OPENING REMARKS CONCERNING MEETING PROCEDURES FOR APPLICATIONS OLD BUSINESS Request Extension of Planning Commission Approval 3. S-19-14 Northgate Center Lot 1: Office and Retail Building at 101 Stover Boulevard – Request for One-Year Extension of Plan Approval and Waiver granted by the Planning Commission in November 2019 for Site Development Plan Application to construct a two- story 27,665 SF office and retail building together with associated site improvements. The project is Lot 1 located in the Northgate Center (previously known as the Stover Professional Campus). The subject property is 2.0 acres +/- and located at the northeast corner of Stover Boulevard and Bay Road. The property is zoned C-4 (Highway Commercial Zone) and subject to the SWPOZ (Source Water Protection Overlay Zone). The owner of record is 605 South Bay Road, LLC. Property Address:101 Stover Boulevard. Tax Parcel: ED-05-077.00- 03-01.00-000. NEW APPLICATIONS 4. AX-21-03 Lands of Dover Indoor Tennis, Inc. at 633 Persimmon Tree Lane – Public Hearing and Review of an Annexation Request and Rezoning Request for a parcel of land totaling 3.1707 acres +/- located at 633 Persimmon Tree Lane, Dover. The property is currently zoned AR (Agricultural Residential District) in Kent County. The proposed zoning is RC (Recreational and Commercial). The property is located on the north side of Persimmon Tree Lane and approximately 200 feet east of Kurt Drive. The annexation category according to Dover’s 2019 Comprehensive Plan is Category 2: Priority Annexation Areas and the land use designation is Residential Low Density. A Minor Variation to the Comprehensive Plan has been approved to change the land use to Commercial – Entertainment to allow for the RC (Recreational and Commercial) Zone at this location. The first reading of this Annexation Request was August 9, 2021. Public Hearing before the Planning Commission is scheduled for September 20, 2021 and City Council on October 11, 2021. 5. C-21-05 Destined for Greatness Learning Center- Public Hearing and Review of a Conditional Use Site Plan to permit the conversion of 1,911 SF within an existing 3,610 SF one-story building into a Child Daycare Center to serve 30 children. The property consists of one (1)

The property is located on the north side of Fulton Street immediately west of the railroad corridor. The owner of record is Harrington Commercial, LLC. Property Address: 601 Fulton Street. Tax Parcel Number: ED-05-076.08- 01-14.00-000. Council District 4. Previous Application to rezone the property (Z-11-05) from M (Manufacturing Zone) to C-3 (Service Commercial Zone) was recommended for approval by the Planning Commission at their August 2011 meeting and approved by the City council at their September 12, 2011 meeting.
