SPECIAL COUNCIL MEETING A Special Council Meeting was held on August 13, 2012 at 8:31 p.m. with Council President Leary presiding. Members present were Mr. Anderson, Mr. Lynn, Mr. Perza, Mr. Bonar, Mrs. Williams, Mr. Hare, and Mr. Hutchison. Mrs. Russell was absent. Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell. Mayor Carey was also present. AGENDA ADDITIONS/DELETIONS Mr. Hutchison moved for approval of the agenda, seconded by Mr. Hare and unanimously carried. Mr. Bonar moved to recess into Executive Session to discuss legal matters, seconded by Mr. Hare and unanimously carried. Meeting recessed at 8:32 p.m. Mr. Bonar moved to adjourn the Executive Session, seconded by Mr. Hare and unanimously carried. Executive Session adjourned at 9:15 p.m. UPDATE ON UNION NEGOTIATIONS During the Executive Session, Mr. Scott Koenig, City Manager, provided an update on union negotiations. Mr. Hare moved to retain the law firm of Baird Mandalas, LLC at a negotiated flat fee as legal counsel in the matter of the Delaware Public Employees Council 81's petition to join the American Federation of State, County, and Municipal Employees (AFSCME) union and for the Dover Organization of Employees (DOE) mediation and/or arbitration negotiations. The motion was seconded by Mrs. Williams and unanimously carried. By unanimous consent, the Special Council Meeting adjourned at 9:16 p.m. TRACI A.
