SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Personnel Matters

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on February 23, 2022 at 5:15 p.m. with Council President Sudler presiding. Members present were Mr. Boggerty (departed at 6:51p.m.), Mr. Neil, Mr. Hare, Mrs. Arndt, and Dr. Pillsbury. Mr. Taylor, Mr. Rocha, and Mr. Anderson were absent. Mayor Christiansen was also absent Council staff members present were Mr. Hugg, Ms. Peddicord, Mr. Rodriguez and Ms. Bennett. Other staff members present were Ms. Sass, Mr. Osika, and Mr.Dill ADOPTION OF AGENDA Mrs. Arndt moved for adoption of the agenda, seconded by Mr. Hare and unanimously carried Mr. Hare moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Strategy sessions, including those involving legal advice or opinion from an attorney-at-law, with respect to collective bargaining or pending or potential litigation, but only when an open meeting would have an adverse effect on the bargaining or litigation position of the public body. The motion was seconded by Mr. Neil and unanimously carried. The Special Council Meeting recessed into Executive Session at 5:16 p.m. The Executive Session adjourned at 6:52 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Potential Litigation During the executive session, members of Council considered potential litigation. Mr. Neil moved to accept the resolution as proposed regarding the 20 employees, and for management to move forward with additional investigation on how to execute funding the proposal. A decision about which option will be decided at a later date. The motion was seconded by Dr. Pillsbury and carried by a unanimous roll call vote (Anderson, Boggerty Rocha and Taylor absent). Mr. Neil moved for adjournment, seconded by Mrs. Arndt and unanimously carried. The Special Council Meeting adjourned at 6:56 p.m. ANDRIA L. BENNETT CITY CLERK-SELECT
