Item 1.
10 Basic Rules of Parliamentary Procedure
1. The rights of the organization supersede the rights of individual members.
2. All members are equal and their rights are equal. Those rights are:
• To attend meetings
• To make motions
• To speak in debate
• To nominate
• To vote
• To hold office
•
That means that all members have the same rights regard-less of what title they hold. The
power comes from the same place - the bylaws; however, the higher the title, the more
responsibility.
3. A quorum must be present to do business or to vote. If you take any action at a business
meeting without a quorum present, it must be ratified at a meeting when there is a quorum.
4. The majority rules. That means "more than half' of the votes cast by persons legally
entitled to vote, excluding blanks or abstentions, at a regular or properly called meeting at
which a quorum is present.
5. Silence is consent. The chair should not call for abstentions in taking a vote, since the
number of members who respond to such a call is meaningless. To abstain means not to vote
at all.
6. Two-thirds rule. During a regular or properly called meeting at which a quorum is present,
this means a motion may pass only when 2/3 of the members entitled to vote are in favor.
That is - twice as many yes votes as no votes. In most cases, a 2/3 vote is required when
something is being taken away from a member. A majority vote is required when something is
given to a member.
7. One question at a time and one speaker at a time.
8. Debatable motions must receive full debate. If you allow 10 minutes for debate, give the
full 10 minutes, if necessary. If no time limit is set, the members decide to close debate.
9. Once a motion is decided, it is not in order to bring up the same motion or one essentially
like it at the same meeting.
10. Personal remarks in debate are always out of order. You deal with the issue, not the
person.

Item 1.
Motions
A motion, sometimes referred to as "the question" is an action plan. When a
group of voting members wants to take action, take a stand, spend money, or do
almost anything, it must first pass a motion; There are two kinds of motions:
- Main motions, which bring business before the assembly
- Secondary motions are any motions that are made while a
main motion is pending.
o Privilege motions:
111 Motions that do not relate to the main motion or
pending business bu~ relate directly to the
members and the organization. They are
matters of urgency that, without debate, can
interrupt anything else.
o Subsidiary motions:
11 Motions that aid the assembly in treating or
disposing of a main motion. They are in order
when the main motion has been stated by the
chair and until the chair begins to take a vote on
the main motion.
• Incidental motions:
Motions that relate to matters that are
incidental to the conduct of the meeting rather than
directly to the main motion. They may be offered when
they are needed.
There are six steps in processing a motion:
1. A member makes a motion. Say "I move that ... ". Be precise; make positive
motions; put motion in writing; avoid saying "So move."
2. Another member seconds the motion. Member does not have to agree
with the motion; he only believes the issue should be discussed. No second, no
debate.
13
Page 14
Item 1.
3. The chair states the motion, formally placing it before the assembly. This
step transfers the ownership of the motion to the assembly and ensures that
everyone understands the motion.
4. The members debate the motion. While the motion is pending, members
may amend it, put it aside, send it to a committee, etc. Rules of debate must
apply.
5. The chair puts the question (in this context, question means the s_ame as
motion) to a vote. The chair calls for those in favor of the motion to say "Aye"
and those opposed to say "No."
6. The chair announces the results of the vote. The chair announces which
side has the vote; whether the motion passed or failed; the effect of the vote; and
the next item of business,
Note: Discuss Basic Characteristics of Motions Chart.
Voting: Majority- more than half of votes cast; two-thirds - two times the
number of "no" votes; plurality-when the group appears to be in agreement, or
what?
- General Consent or Unanimous Consent: "If there is no objection ... "
- Voice Vote (Viva Voce) - do not use when two-thirds vote is required
- Show of Hands Vote - Use in small groups
- Rising Vote - may be used after a voice vote or a show of hands vote when a
member calls for a division of the assembly or when more than a majority vote is
required
- Ballot Vote - used for elections and when secrecy is desired
- Roll Call Vote - used to make official, as part of the record, how each member
voted
- Absentee and Proxy Voting - do not use because they violate the principles of
parliamentary procedure
