Parlimentary Procedures Training
Dr. Reba R. Hollingsworth, Member of the National Association of Parliamentarians (NAP), reviewed a
presentation entitled "Parliamentary Procedure Presentation."
Mr. Sudler confirmed Council follows the Dover Code of Ordinances and Roberts Rules of Order to
facilitate Council Meetings.
Responding to Mr. Taylor, Dr. Hollingsworth explained to ratify a motion means that a motion was made
at a previous meeting without a quorum present and the committee acted, to make sure the action that was
taken is acceptable to the rest of the committee it must be ratified at the next meeting with a quorum.
Responding to Mr. Taylor, Dr. Hollingsworth stated recess is a privileged motion which means that you had
an emergency that you need to stop. If you the committee wishes to discuss something else that is not related
to the issue you may lay the other issue on the table.
Responding to Mr. Anderson, Dr. Hollingsworth stated the 12th Edition of Robert’s Rules of Order is a
different format than the other editions. Dr. Hollingsworth explained that receiving the agenda beforehand
and you have questions a person may look at Robert’s Rules of Order and if they still have questions then
call the Chair of the committee.
Responding to Mr. Boggerty, Dr. Hollingsworth explained once a special committee has served its purpose
and submitted its final report to Council a vote to disband the committee is not necessary.
Mr. Sudler moved for adjournment of the Council Committee of the Whole meeting, hearing no
objection the meeting adjourned at 7:21 p.m.
