AGENDA CITY OF DOVER PLANNING COMMISSION Monday, October 17, 2011 – 7:00 P.M. - City Hall: Council Chambers PLEDGE OF ALLEGIANCE ROLL CALL APPROVAL OF AGENDA ADOPTION OF MINUTES OF REGULAR MEETING of September 19, 2011 COMMUNICATIONS & REPORTS 1) The next Planning Commission Quarterly Workshop is scheduled for Tuesday, November 22, 2011 at 4:00pm in the City Hall Conference Room. 2) An Audio/Web Conference entitled “Social Media and Ethics” will be held on November 9, 2011 from 4:00pm-5:30pm at a location to be determined. The session is sponsored by the Delaware Chapter of the American Planning Organization (APA). 3) At the upcoming Delaware League of Local Governments Meeting the program is a presentation on Land Use & Ordinances. The dinner meeting will be held on November 17, 2011 from 6:00pm-8:00pm at the Sheraton Dover Hotel. 4) Report on City Council actions a. Report on Status of Conditional Use Permit C-08-01 House of Pride Properties on North and South New Street: Results of Follow-up Inspections OPENING REMARKS CONCERNING DEVELOPMENT APPLICATIONS OLD BUSINESS 1) Requests for Extensions of Planning Commission Approval: None NEW DEVELOPMENT APPLICATIONS 1) MI-11-11 Request for Street Name Change: Slaughter Street to Jerusalem Way – Review for Recommendation to City Council of a Request for a Street Name Change for the one block segment of Slaughter Street which runs in a north-south direction between West North Street and West Loockerman Street just east of the railroad corridor. The new street name proposed is Jerusalem Way. The request was filed in accordance with Dover Code of Ordinances, Chapter 98, Article II, Section 98-45 Street name change procedure which also references Appendix A: Land Subdivision Regulations, Article VI, Section A. Streets. The name change procedure requires review and comments by the Development Advisory Committee (DAC) and review by the Planning Commission prior to public hearing and consideration by the City Council.

City of Dover Planning Commission Agenda Public Hearing: October 17, 2011 Page 2 of 2 2) MI-11-07 Text Amendment: Revisions to Article VII of the Land Subdivision Regulations regarding Homeowners Associations – Review for Recommendation to City Council on a series of Amendments to the Land Subdivision Regulations, Appendix A – Subdivisions, Article VII – Special Provisions by re-lettering Section B as Section C and adding a new Section B. Homeowners Associations. The proposed ordinance clarifies the requirements and responsibilities of existing and new homeowners associations in regards to open space/common areas and allows the City to complete delinquent maintenance responsibilities not performed by the homeowners associations and to bill the property owners for the incurred costs. Ordinance #2011-15. NEW BUSINESS PRESENTATION 1) Dover/ Kent County MPO Regional Bike Plan for 2030, adopted September 2011 ADJOURN THE AGENDA ITEMS MAY NOT BE CONSIDERED IN SEQUENCE.
