HI-22-03 New Courthouse at South Governors Avenue and West Water Street – Public Hearing and Review for Recommendation on Architectural Review Certification for a Site Development Plan Application and associated Lot Consolidation Plan to permit the construction of a five-story 105,259 GFA government building to serve as the new Kent County Family Court. The proposal includes a five-story Parking Structure (425 vehicle parking spaces), parking lot, and other site improvements. The Site presently consists of a series of eleven (11) parcels consisting of a total of 3.7499 +/- acres and an alley. The properties are zoned IO (Institutional and Office Zone) and subject to the SWPOZ (Source Water Protection Overlay Zone), as well as the H (Historic District Zone). The properties are located on the east side of South Governors Avenue between West Water Street and Bank Lane. The owner of record/ equitable owner is the State of Delaware. Property Addresses: 401, 411, 429, 435, 439, 441, and 447 S. Governors Avenue; 101 and 117 West Water Street; 123 Bank Lane; and part of 34 The Green. Tax Parcels: ED-05- 077.09-03-32.00-000, ED-05-077.09-03-33.00-000, ED-05-077.09-03-35.00-000, ED-05- 077.09-03-36.00-000, ED-05-077.09-03-37.00-000, ED-05-077.09-03-48.00-000, ED-05- 077.09-03-50.00-000, ED-05-077.09-03-53.00-000, ED-05-077.09-03-52.00-000, ED-05- 077.09-03-61.00-000, and an alley.
