Item 1. Walls, Ashley A From: Xurmind <xurmind@aol.com> Sent: Friday, September 23, 2022 1:44 PM To: City Clerks Office Subject: EXTERNAL: Appeal for Citation 22-00004503 Attachments: Image (27).jpg WARNING: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe. City Clerk Office (c/o Ashley) I am appealing citation 22-00004503 (see attached), by officer John England regarding what he reported was a Driveway extension violation. The original driveway was in disrepair, I had it repaired in 2019; and at that same time decided to add a small pad to the right of the driveway. The contractor called the City of Dover office and asked if a permit was needed in 2019 when we built it, they told him that because the pad was not connected to the foundation of the house, was not being attached to the house, and was not leading to the street or the (non existent) sidewalk in the cul-de-sac that it was not considered a type of work that needed a permit. Pursuant to that call, we continued the work which you see today, 3 years later. It is because of this that I am appealing this citation. Please review the information provided and let me know if you need any further information. Regards Joy Woodruff 48 Scioto Court Dover DE 1904 xurmind@aol.com 1 4

Item 1. Walls, Ashley A From: Xurmind <xurmind@aol.com> Sent: Thursday, October 13, 2022 4:10 PM To: Walls, Ashley A; City Clerks Office Subject: Re: EXTERNAL: Appeal for Citation 22-00004503 Attachments: Image (34).jpg; IMG_7724.JPG; IMG_7725.JPG; Image (29).jpg; WRConcreterepair.png; WRConcreteRepair1.png Ashley I do have some more documentation. Attached is the original listing from when I purchased the property, there is a picture of the driveway there. I had the original driveway repaired and a small pad added to the left of it. (as seen in the photo Mr Engels took). I spoke to the Wayne, my friend that did the work, and I was off on the year it was done. He had records that it was done in August of 2020 (not 2019 which is when I thought it was done) Attached is the Original listing of my house that shows the original driveway that I had repaired and resealed. Attached is the look of the driveway before it was repaired Attached is a photo of the same driveway after the repair and pad was completed. Attached is the receipts of the 2 payments for the work that was done, showing the date the work was performed; from August 2020 when the work was started and the final payment Sept 2020 when completed. Attached is also a letter from the person that performed the work that gives his account of what happened at the time of repair of the original driveway that verifies what I told you earlier about being told a permit was not needed. We did not interfere with any structures or city limits. If I have any additional information I will bring it with me on Oct 19.
