copies to MPO staff for all attendees.
Discussion during the, meeting led to the following requests:
Questions to NS that require follow-up from appropriate NS personnel:
• When did the practice of placard removal begin? Is there a way to tell when tank cars are full
versus empty?
• Where is the NS security plan kept; who has access to it locally?
• Who at NS can work with DelDOT's Homeland Security Planner to improve communications?
Specifically, there is insufficient communication between NS and DelDOT Homeland Security
when TSA contacts DelDOT for freight rail resources or activities. An example is when TSA
seeks a vulnerability assessment.
• On a recent Sunday about 20 tank cars were observed at Jello Yard along New Burton Road. What
is the nonnal number of tank cars that would be spotted there and why were so many there at that
time?
