Tax Parcel: ED-05-075.00-01-06.00-000. Council District 1.
II. ACTIVE RECREATION AREA PLAN SUMMARY:
The Site Development Plan as submitted by the applicant for the Apartment Complex notes 4
Active Recreation features, as well as walking paths throughout the open area in the middle of
the site plan. Staff estimates 12,000 square feet of active recreation area outside of the walking
paths. This information is provided to show how the Site Plan submitted is achieving the aims set
out in the Zoning Ordinance, Article 5 Section 10: Open space, recreation, and other public
facilities.
The Active Recreation Area is required at a rate of 275 SF per unit or a half-acre (21,780 SF),
whichever is greater. With this project of two hundred (200) units, the Active Recreation Area
requirement calculates to 55,000 SF which is greater than the half-acre (21,780 SF). The Active
Recreation Areas proposed are shown on the overall Site Plan, and the calculations are not
provided (Sheet 1). See Summary Table below of Active Recreation Areas.

Article 5 Accessible The recreations are in the central portion of the site plan to
§10.151 the buildings. There are 2 children’s Playground areas on
opposite ends of the common space. The 2 Sports Areas are
flanking the central walking path closer to the middle of the
central common area. Both these types of recreation areas
should have connecting sidewalks to the play areas, as well as
benches for siting.
10.152 Pedestrian oriented There are walking paths outlined in the site plan. Staff would
like to see measurements on the linear feet of walkways.
10.153 Age Oriented The 3 types of recreation areas outlined in the plans show
child aged Playgrounds, 2 Sport Areas and walking paths.
• For clarification, can the residents of the Leander
Lakes III use the facilities of neighboring Leander
Lakes facility (Clubhouse & Pool)? This area cannot
be used towards the minimum required area for this
property.
10.154 Parking The parking is provided for the buildings and the paths
connect to the interior common areas, though not directly.
10.155 Walking, jogging There are 3 bike racks on the site plan, but no details
and biking trails regarding the number of spaces is provided. The requirement
is 1 bike space for every 20 car spaces (Article 6, Section 3 of
the Zoning Ordinance). 23 minimum bike spaces should be
provided in total.
10.156 Setbacks The recreation areas on these site plans appear to follow the
setback requirements.
10.157 Landscaping The site requires 341 trees and there the appropriate number
listed on the plan. Specific tree species will need to be
identified on the plans and signed off by a Landscape
Architect as per Zoning Ordinance.
• The Landscape Plan does not show tree plantings up
the entire proposed entrance road Toulson Terrace.
Calvary Church Plan C-19-06 has the tree plantings
stopping at the line of the COZ zone. The trees
proposed could continue from the COZ-1 line to the
apartment complex area to create a tree lined drive.
10.158 Area The breakdown of the allotted recreation areas is not listed on
the site plans. The Sport Court areas appear to be the
minimum 2000 square feet.
• Please provide how the minimum required space has
been accomplished.
• Need to know if the Emergency Access Lanes
counting towards the minimum recreation area.

Article 5 Section 10
Section 10. - Open space, recreation, and other public facilities.
The City of Dover shall require the reservation of open space, recreation, and other public facilities in
accordance with the provisions of this section as a condition of approval for all one-family dwelling,
two-family dwelling and multiple-family dwelling residential developments requiring conditional use
approval, site development plan approval, or land subdivision approval by the City of Dover Planning
Commission.
10.1 Recreation areas.
10.11 Purpose. The purpose of this section is to ensure that active recreation areas are
provided as an integral design element within residential developments and that such facilities are
of an adequate scale in relation to the size of the residential development and which provide
residents with a variety of active recreational pursuits.
10.12 Dedication required. The commission shall require the dedication or reservation of
recreation areas, and the subsequent construction of recreation facilities of a character, extent
and location suitable to the needs created by a development for recreation facilities as defined
and in accordance with the design guidelines set forth.
10.13 Definition. The following are illustrative of the types of recreation areas and subsequent
facilities that shall be deemed to serve active recreational needs and therefore to count toward
satisfaction of the recreation area requirements of this section: tennis courts, handball courts,
racquetball courts, swimming pools, saunas and exercise rooms, meeting or activity rooms within
clubhouses, baseball and soccer fields, basketball courts, volleyball courts, swings, slides and
play apparatus, and developed walking, jogging or biking trails.

V. STAFF RECOMMENDATIONS
The following are comments and recommendations from staff of the Planning Office following
review of the Active Recreation Area Plan.
1) Provide itemized list size (dimensions) of each recreation area amenity including
playground, sport court, and 2 pathway systems (walkway and rear emergency access
lane path). Based on 200 units, a total of 55,000 SF of Active Recreation Area must be
provided.
2) The Site Plan overall is showing pedestrian connectivity among the various buildings,
amenities, and across the drive-aisles and the parking lot areas.
3) Active Recreation Area: As a residential development, there is a requirement for Active
Recreation area(s). Staff Recommends the following regarding these Recreation Areas:
a. Playgrounds: Plans submitted show that there are proposed features identified as
playgrounds, but further information is needed as to what specific playground
amenities are proposed.
i. It should also be noted what material is intended for the ground cover.
ii. Consider moving the south playground to the common area between Buildings
F&G so it has more direct access to the parking lot.
iii. Add fence or landscape barrier between south playground and nearby
stormwater management pond.
b. Sport Courts: The Sport Court appears to show features indicating use as a Cornhole
Courts/Horseshoe Pits. Indicate the materials used for court areas.
i. Connecting these areas to the walking paths would allow for wheelchair and
stroller access.
c. Walking Trails: One style of walking trail/path run north-south on each side of the
stream interconnecting with the Rear Emergency Access Lanes (10 ft. wide concrete
flanked by 4 ft. wide grass pavers for total of 18 foot width) creating a two separate
loops in the central open space area.
i. Identify surface material, width, and edge treatment of walking trails.
d. Bicycle Parking: Bicycle parking should be located at every one of the Apartment
Buildings. If any Bike Parking facilities are proposed internal to the buildings, then
the Plans should note as such.
i. Staff recommends adding bike racks near each recreation amenity like the
south playground area.
e. Pedestrian Connectivity: Staff notes that the sidewalk system could easily be
extended in several locations to increase pedestrian connectivity to the overall
development.
i. The sidewalk along Toulson Terrace is against the entrance drive curbing. It
would be more pedestrian friendly if there was a grass buffer area between the
entrance drive curb and the sidewalk.
ii. Make sure to connect the bike racks and the recreation areas directly to the
pedestrian paths. Make sure to add sitting benches in the playground areas as
7
Page 10
Item 2.
S-23-04: Leander Lakes III Apartments Active Recreation Area Plan Review for Parks and Recreation Meeting
February 14, 2023
well as the sport courts.
iii. Identify Lighting of walkway/path system.
f. Pedestrian Facilities Internal to the Site: The layout of the proposed sidewalks
internal to the site are generally good with the exception of interconnection to
Leander Lake I.
i. Add Pedestrian marked crossings where sidewalks continue to link to existing
Leander Lakes Apartments (crossing of Isabelle Isle).
g. Sidewalk Cuts: No curb cuts or ramps shown on sidewalks or near street crossings;
add accessible ramps.
h. Adequate Lighting for the Site: It appears in the plan that the light fixtures are only at
the building side of the parking lots. Please detail the light fixtures to be used and add
lighting to the back side of the parking lots as necessary.
i. Landscaping: Specific tree species will need to be identified on the plans and signed
off by a Landscape Architect as per Zoning Ordinance.
4) Clarify if residents of Leander Lakes III will have access to Clubhouse and Pool facilities
located in Leander Lakes I (existing apartment complex to the east).
VI. ADVISORY COMMENTS
1) This Site Development Plan set depicting the Recreational Areas are to include appropriate
improvements, plans, and details of the Active Recreation Area as approved.
2) There shall be provisions which ensure that the community space (all areas under
consideration for Active Recreation Areas) shall continue as such and be properly managed
and maintained. The developer shall either retain ownership and responsibility for
maintenance of the common use areas or provide for and establish one (1) or more
organizations for the ownership and maintenance of all common space i.e., a Homeowners
Association or other property management entity. The organization shall be responsible for
maintenance, insurance, and taxes on the community space.
3) In the event, that major changes and revisions to the Plan occur in the finalization of the Plan
contact the Planning Office. Examples include reorientation of buildings, relocation of site
components, changes in floor area or unit count, or design revisions impacting Active
Recreation Areas. These changes may require resubmission for review by the Development
Advisory Committee, Planning Commission, or other agencies and commissions making
recommendations in regard to the plan.
4) The Parks, Recreation, and Community Enhancement Committee shall submit to the
Planning Commission a report detailing the recommendations as to the Recreation Area Plan.

• Need to know if the Emergency Access Lanes
counting towards the minimum recreation area.

playground, sport court, and 2 pathway systems (walkway and rear emergency access

Make sure to add sitting benches in the playground areas as
well as the sport courts.
Leander Lakes Apartments (crossing of Isabelle Isle).
g. Sidewalk Cuts: No curb cuts or ramps shown on sidewalks or near street crossings;
add accessible ramps.

K e y Findings K e y Findings
FROM INTERVIEWS FROM THE TEAM
Over months of meetings, the team identified many Drawing from the experience and vision of our team,
key findings. Some of the most critical are as follows: we identified several areas to address:
• Lack of pedestrian traffic to support businesses • Financial incentives are needed to spur investment from
the private market
• Strong demand for more amenities downtown
• Regional anchors are not well connected to downtown
• Demand for more quality housing and greater
density downtown • Very few businesses downtown to attract new residents
• Physical condition of the infrastructure burdens • Current housing stock not supportive of retail programming
business and property owners
• Streetscapes (trees and sidewalks) and design not
• Large concern for safety and reducing vagrancy conducive to a thriving downtown
and homelessness

LONG TERM SOLUTIONS
NARROWED ROADS "TRAFFIC CALMING" - These strategies work hand in hand by narrowing
the roadway for vehicles, the pedestrian sidewalk becomes wider. Creating wider areas for
pedestrians to walk creates a more comfortable space to walk in a group, while narrowing the
roads reduces vehicle speed. Reducing the speed of vehicles on a heavily used pedestrian
road increases the safety for pedestrians.
WIDER SIDEWALKS - Expanding the width of the pedestrian realm (sidewalks) creates a more
comfortable walking environment and more opportunity to enhance the landscaping within
the streetscape with wider planting beds.

A More Vibrant Space for Reinvention and Play
The Proposed Riverwalk visual highlights three parcels located
to the south of Memorial Park that are potential areas to be
developed into a river-walk along Saint Jones River. The top
two images shown to the right of the Proposed Riverwalk are
Proposed Riverwalk of the Potomac riverfront walk, in Alexandria, VA. This river-
walk takes a more natural approach, utilizing asphalt paths and
bank stabilization methods. The Potomac River walk is a great
precedent for Dover to propose a river-walk while limiting the
amount of development and disturbance along the river edge.
The parcel on the west side of the Saint Jones River could
also be an opportune location for a Youth Activity Area to be
ollins developed on. Youth engagement is an important facet of the
Dover redevelopment plan and promotes physical activity for
the younger and older crowd, alike. Incorporating art into the
Youth Activity Area, by utilizing the public or hiring a local
artist, would also assist in establishing an art community
