Dear Mr. Schneider:
With respect to your request that Dover City Council adopt a resolution regarding the capping by
the duPont Company of the Cherry Island Landfill in Wilmington, I applaud you for your determination
in seeing that Delaware’s environment is safe for its citizens.
After your initial request for a resolution during the Open Forum on June 13, 2005, I contacted both
the duPont Company and the Department of Natural Resources requesting additional information in order
that Council could make an informed decision. Having reviewed the response from the duPont Company,
and researching the matter, it appears that the State of Delaware and the Department of Natural Resources
are very much involved in this situation and have established a remedial action plan which they believe
will minimize human and ecological exposure to the contaminants at the Cherry Island landfill.
Although each member of Council has a sincere concer for their constituents and the environment,
it is the consensus of members that this issue goes beyond our environmental expertise and; therefore, we
must respectfully decline your request for a resolution related to this matter.
Sincerely,
Beverly C. Williams
Council President

Dover Race Relations Need Investigation
I HAVE RECEIVED PHONE CALLS CONCERNING THE FOLLOWING:
DHRC NEEDS INVESTIGATION - DR. NAGARAJAN UNFAIR TREAMENT
ALL CITY DEPARTMENTS NEED INVESTIGATION
Is it true that some city Blacks are being treated unfairly in various
city departments? This scems to have created anxiety among some Black
employees.
Is it true that the former Black City Assessor was not evaluated properly and
you have ercated an internal hiring job description for an internal city
employee as the new City Assessor?
Is it true that some Black police officers where promoted without proper
police requirements being required as a means to keep them quiet about
poor race relations within the department and the city?
In some of our public housing we have citizens questioning the policing as
inadequate. Some citizens have said that police officers are using
inappropriate communication on citizens which causes some form of
violence.
A church in Dover is in the process of hiring people outside the state to do a
survey on race relations in Dover. The DHRC spent about $10,000.00 on a
survey on race relations in Dover. Are race relations that bad?
J have call on the State Human Relations Commission to look in to these
concerns. People are also talking about asking the State Attorney General
and the U.S. Dept. of Justice for help.
Black city employees and citizens should report their concerns to the State
Human Relations Commission now! ; F l)
The City needs to address these serious concerns! ite)

Re: Dover Human Relations Commission/ City of Dover Need Investigation
This short presentation is about the DHRC inability to function as required by the Mayor
and the City Council under Article II. Human Relation Commission Sec. 58-36 Code-
City of Dover.
The second part of this presentation will highlight the need for the City of Dover to be
investigated by the State HRC if not then the US Department of Justice needs to step in
before the City of Dover race relations in employment and the community become
volatile.
Let us not forget how the DHRC was formed. This commission was formed out of a
tragic death of a young man named Reginald Hannah. Let’s not forget that tragic moment
in Dover’s history. Still the Black community continues to strive to understand what
happen in the Hannah case.
POINTS AGAINST THE DHRC
e The DHRC has a constant exit of commission members since the creation of
the commission. Some of the commission members site poor leadership, lack
of organizational effectiveness and the inability to work together on the
commissions mission.
e The DHRC appointments are in question. There are double or several standards
used to get an appointment to the commission. You may get an appointment by
the Mayor, the City Council or who do you know. Interviews are conducted
even if you voluntary to help on the commission.
e The DHRC appointments don’t reflect or represent the people living in that
area. This is a problem and a major concern of the Black community. The
people who are appointed don’t know the people, concerns and problems as
stated by a number of people in those communities.
e The DHRC is not fostering the philosophy of inclusion with all races in our
community.

¢ The DHRC is under the questionable leadership of Dr. Samuel Hoff and his rude
and negative treatment of Commissioner Dr. Nagarajan which lead him to
resign. Dr, Hoff violated Article I] Human Relations Commission Sec. 58-31.
Purpose. (1) Fairness, respect and (2) Intergroup conflict. Dr. Nagarajan has
presented his case tonight. The DHRC has lost another highly respected
community leader who will continue to work for the betterment of all people.
I will continue to seek the resignation of Dr. Hoff from the DHRC.
e The hiring of Ms. Linda Garcia for DHRC minutes-taker position was done
without public notice. There was a sec. 58-35 Conficticts of Interest violation
because one commissioner found and recommended her for the position. This
commission voted to hire her. J did meet with the City Manger about my
concerns. The result of a meeting by the City Manger Anthony Deprima and Dr.
Samuel Hoff an agreement was reach to publicly advertise the minutes-taker
contract for the Dover Human Relations Commission.
CITY of DOVER NEEDS INVISTAGATION
e City Employment of Minorities
(1) Dover Police Department
Is it true that Black police officers concerns during the Hannah case where
suppressed?
(2) Is it true that some Black police officers where promoted without proper
police requirements being required as a means to keep them quiet about
internal affairs?
(3) Is it true today there are Black police officers being intimidated?
(4) City Hall- Is it true that minorities are being treated unfairly in various city
departments? Why the exit or employment anxiety of minorities in the
various departments?
e Church Survey of Dover Race Relations
(1) A church in Dover is in the process of hiring people outside the state to do a
survey on race relation in Dover. The DHRC spent about $10,000.00 on a
Race Relation Survey. Are race relation that bad?
e Public Housing/Services/Policing
The city services and policing are being question by citizens as inadequate. The
police officers are using inappropriate communication on citizens which causes
some form of violence.
The City of Dover needs your help now before the violent storm of crime, shootings, human
