DRAFT LETTER TO BE SENT TO THE FOLLOWING:
DelDOT
Kent County
Kent Conservation District
DNREC
Dear :
There is a drainage problem along the east side of Whiteoak Road (State maintained
roadway), which seriously affects property owners in the City of Dover. Water in this area drains
into a pipe under and across Whiteoak Road and then travels in a northwesterly direction.
Unfortunately, our analysis indicates that the root of the drainage problem is a blocked ditch that fails
to drain. The area is not located in the corporate limits of the City of Dover. Therefore, the City of
Dover is unable to solve this situation.
It is unclear to us as to who has jurisdiction and responsibility to ensure that the drainage in
the unincorporated areas are properly maintained; therefore, we are appealing to the State of
Delaware (DelDOT and DNREC), Kent County, and Kent Conservation District to assist us with this
matter.
May we request that you respond to this letter, in writing, with the following information:
1) do you have jurisdiction to ensure and enforce that the ditch is cleared and
drains properly; and
2) if not, can you indicate which agency or organization does have the
responsibility of ensuring that the ditch is cleared and drains properly.
Should you have any questions regarding the above, may I suggest you contact our City
Manager, Mr. DePrima, by calling 736-7005 or e-mail at TDePrima@dover.de.us.
Sincerely,
Stephen R. Speed Beverly C. Williams
Mayor Council President
