SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC)

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on September 26, 2023, at 5:00 p.m., with Council President Hare presiding. Members present were Mr. Anderson, Mr. Neil, Mr. Rocha, Mr. Sudler, Dr. Pillsbury, Ms. Arndt, Mr. Boggerty, and Mr. Lewis. Mayor Christiansen was also present. Council staff members present were Mr. Rodriguez, Ms. Bennett, and Ms. Poole. ADOPTION OF AGENDA Mr. Neil moved for the adoption of the agenda, seconded by Ms. Arndt, and unanimously carried. Mr. Anderson moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(9) – Personnel matters in which the names, competency, and abilities of individual employees are discussed, where the employee has not requested that the meeting be open. The motion was seconded by Mr. Neil and unanimously carried. The Special Council Meeting recessed into Executive Session at 5:17 p.m. The Executive Session adjourned at 6:23 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION During the Executive Session, members of Council discussed personnel matters. Mr. Anderson made a motion to amend the City Code on the basis of the recommendation of the City Solicitor to reflect concerns that were raised in Executive Session and that Mayor Christiansen and Ms. Naomi Poole, Human Resources Director, be asked to work with the City Solicitor to do so. The motion was seconded by Mr. Neil and carried with Mr. Lewis voting no. Mr. Hare moved for adjournment of the Special Council Meeting, hearing no objection, the meeting adjourned at 6:23 p.m. ANDRIA L.
