Discussion Notes
February 21, 2023 – Online Zoom Discussion
MEETING OPEN: 9:05.
ATTENDANCE: Johnathan Street, Robin Christiansen, Jordan Resh, Diane Laird
In the absence of a quorum (Mayor Christiansen is ex-officio) a discussion took place for the one
agenda item:
Business Retention
• REAP application: Otis Brooks, Owner, Tastee’s Chicken & Sea Food Restaurant
Mr. Otis Brooks submitted a REAP application requesting $2,000 for losses sustained
(business closure due to lack of customers, water damage, road closure, etc.) due to the recent
fire at New/Loockerman Streets and the subsequent demolition of the building, which is next
to Tastee’s.
In the absence of a quorum, Mayor Christiansen offered a recommendation to follow the
agreement of the Executive Committee to approve a $2,000 REAP grant to Mr. Otis, per his
REAP request.
The group discussed Tina’s recommendation (0rior to the discussion) to require interruption
of business services and flood insurance as a requisite to extending the grant to the business
owner. The group agreed that it may be discriminatory requiring this for Mr. Otis without it
being a requirement for all grantees of DDP REAP (or other) grant(s). In addition, it was not
clear if flood insurance covers water damage from non-natural flooding. Jon and Diane
offered to seek more insurance information.
With regard to the pending application for Mr. Otis: It was agreed upon to approve the $2,000
amount, and determined that it should be a “strong recommendation” that Mr. Otis add
interruption of business services insurance, at minimum, to his insurance policy.
Further, it was recommended that interruption of business services insurance be required of all
DDP grantees going forward. Check costs and extent of coverage with insurance provider(s).
Diane will provide written response to Mr. Otis regarding the approval of the REAP grant, the
strong recommendation that Mr. Otis add interruption of business services insurance, at
minimum, to his insurance policy, and that he provide a summary of expenditures for which the
REAP funds were used to the committee, ideally including an insurance addendum that illustrates
payment/coverage for the added insurance. Due to Committee by March 31, 2023.
