Marney, Interim Controller / Treasurer SUBJECT: GIS Utility Network Water Upgrade – Sole Source Vendor TIMETABLE: Notice to Proceed to be issued within thirty (30) days of Council approval. Project anticipated to be completed within three hundred and sixty five (365) calendar days from issuance of Notice to Proceed. RELATED PROJECT: X REFERENCE: CIP- Wastewater Projects EXPENDITURE REQUIRED: $147,000 AMOUNT BUDGETED: $160,000 FUNDING SOURCE (Dept./Page in CIP & Budget): Department of Water & Wastewater, Water Division – CIP page 136, WD2507 GIS Utility Network Upgrade No.: 401-40-68-99-000- 54031. STAFF RECOMMENDATION: Award the contract to Environmental Systems Research Institute, Inc. (ESRI), for the GIS Utility Network Wastewater Upgrade, for the amount of $147,000. BACKGROUND AND ANALYSIS: The Fiscal Year 2025 Capital Improvement Plan includes funding to upgrade the existing water data that is currently housed in the city’s geographical information system (GIS). This is necessary due to the phasing out of the existing platform that the city utilizes. The company that the Department of Water & Wastewater will be utilizing is a sole source vendor, ESRI. The city is currently engaged in a Small Enterprise Agreement County and Municipality Government with ESRI that will expire in FY27. Additionally, ESRI has proprietary use over the Utility Network platform that we will be utilizing. City staff reviewed the submission and found that the ESRI proposal met all requirements for the of the project. Staff recommends awarding the contract to ESRI in the amount of $147,000 the GIS Utility Network Water upgrade. 4

Item 4. Downtown Dover Partnership Main Street Dover 101 W. Loockerman Street, Ste 2B Dover, DE 19904 (302)678-2940 September 5, 2024 Mr. David S. Hugg, Ill, City Manager 15 Loockerman Plaza Dover, DE 19901 Dear Mr. Hugg: The City and the Downtown Dover Partnership (DDP) continue to work hand in hand toward expeditious implementation of the Capital City 2030: Transforming Downtown Dover! master plan. The plan prioritizes various sites for redevelopment, with a high priority on developing a centralized parking facility in the heart of downtown between S. Bradford St . and S. Governors Ave (bordering on Minor St.), where a public surface parking lot now exists. In concert with Mosaic Development Partners, Colonial Parking, Inc., and EDiS construction company, the DDP is prepared to redevelop the site into a full-scale mobility center to address parking needs in the central business district, particularly in anticipation of new residents in nearby mixed-use redevelopment and increasing needs of downtown patrons that will drive sales and activity on an enhanced Loockerman Street corridor (for which concept plans have been completed by Dover Kent MPO.) A majority of funding is in place for the mobility center. Targeted completion of the project is Dec. 2026. The proposed redevelopment of the site for public parking requires consolidation of parcels that are now a combination of city-owned and DDP-owned, and include two site now under contract by DDP (148 & 150 S. Bradford St.) In order to move forward with the redevelopment of the site into a mobility center, DDP must acquire the following city-owned parcels: Address Parcel ID S. Governor’s Avenue ED05-077.09-02-12.00 I- 145 S Governor's Avenue ED05-077.09-02-08. 00 124 S Bradford Street ED05-077.09-02-21.00 128 S Bradford Street ED05-077.09-02-22.00 132 S Bradford Street ED05-077.09-02-23.00 136 S Bradford Street ED05-077.09-02-24.00 Therefore, the Downtown Dover Partnership, a non-profit 501(c)(6), seeks acquisition of the above City-owned parcels. Please note: The new DDP 501(c)(3) entity “Capital City Transformation Alliance, Inc.” would be recipient of property titles. In addition, there exists a “paper alley” in the center of the parcels that DDP will also need to acquire to complete the plan. We appreciate the City’s thoughtful consideration to support the DDP’s efforts in response to the above request to allow us to complete the parking project, a project which stands to benefit all downtown stakeholders in the Capital City, and further will provide an essential amenity to support many projects outlined in the master plan that rely on availability of parking options.
