Lyon, P.E., Director of Water & Wastewater / Engineering Services REVIEWED BY: David S. Hugg, III City Manager and Patricia M. Marney, Controller / Treasurer SUBJECT: Evaluation of Proposals – Boggs Drive Drainage Improvement Engineering Support TIMETABLE: Notice to proceed to be issued within thirty (30) days of Council approval. Project anticipated to be completed in one hundred and eighty (180) calendar days. RELATED PROJECT: X REFERENCE: X EXPENDITURE REQUIRED: $67,600 AMOUNT BUDGETED: $85,000 FUNDING SOURCE (Dept./Page in CIP & Budget): Community Transportation Fund (CTF), agreements 25-P-PROG-33, not originally budgeted in City of Dover Budget. Account No.: 203-12-99-99-000-54031. STAFF RECOMMENDATION: Award contract to Verdantas for the Boggs Drive Drainage Improvement Engineering Support, RFP #25-0022WW, for the amount of $67,600. BACKGROUND AND ANALYSIS: This project, funded by Community Transportation Funds (CTF), calls for a drainage improvement design for Boggs Drive, located in the Towne Point development. The drainage for this specific road is not adequate for the rainfall, which is causing the road to disintegrate ahead of its normal life span. The final deliverables for this project will include bid specifications and construction plans. The proposal was advertised to the public as a Request for Proposals in accordance with the City’s purchasing policy by the City’s Purchasing Agent under RFP #25-0022WW. Proposals were opened on May 21, 2025. The City of Dover received three (3) proposals. Each proposal was rated in six (6) categories and evaluated by two (2) staff members. The proposal evaluations are as follows: 3

Item 1. AVERAGE TOTAL COST EVALUATED CONTRACTOR LOCATION EVALUATED COST SCORE KCI TECHNOLOGIES NEWARK, DE 80.9 $107,573 $107,573 DAVIS, BOWEN & FRIEDEL MILFORD, DE 90.7 $67,500 $67,500 VERDANTAS DOVER, DE 91.5 $67,600 $65,572 * - Verdantas claimed local vendor preference which provided a 3% reduction on their evaluation score. City staff reviewed the submissions and found that the Verdantas proposal met all requirements for the qualifications of the project and received the highest average score from the evaluators. Although the total cost submitted by Verdantas was not the lowest bid, they received a 3% discount on the evaluated cost because of the local vendor preference rule. The staff recommends awarding the contract to Verdantas in the amount of $67,600 for the Boggs Drive Drainage Improvement Engineering Support 4
