Play from 00:14Oct 13, 2026, Council Committee of the Whole Meeting
Moving for adoption of the agenda.
Play from 10:38Oct 13, 2026, Council Committee of the Whole Meeting
Oh, thanks. You know what? I was, I was, my colleague, I was looking to have the Parks and Rec, but that's that. You're on.
Play from 11:29Oct 13, 2026, Council Committee of the Whole Meeting
So, uh, I'll save it for, thank you.
Play from 11:35Oct 13, 2026, Council Committee of the Whole Meeting
Oh, she laughed. I was wondering, did my neighbor did my neighbor report light pollution going into her, that was, that was... But anyway, um, it's not a big concern.
Play from 13:33Oct 13, 2026, Council Committee of the Whole Meeting
Um, I also use camera spotlights, right? If I'm aiming that camera at somebody's window, I have another problem, right? That warrants a PD problem. So the light should not impact even if it is a camera light, because you shouldn't be shining a camera in somebody's window. That's the only way your light from a camera would be going into somebody else's window, right? So a little bit of light that that's reflecting, it's it's going to happen, but it's not hindering that, um, that neighbor. So I understand what everyone's saying, but camera, I think camera should be left out of this. It's not a part of this, um, it's not a part of this ordinance, and we don't want to intrude on anyone's, uh, rights per se.
Play from 26:56Oct 13, 2026, Council Committee of the Whole Meeting
All right, thank you. Um, it happens of our fine city to listen, the individuals who probably should have wanted to go to law school, but they did not. There's a standard called a reasonable person standard. The reasonable person standard is a is a legal standard that represents a hypothetical benchmark of ordinary intelligence, caution, and prudence used by courts to evaluate whether a person's, uh, behavior was negligent. So, in this particular case, in we it would be I don't know how many of us, except a few individuals, who will run out and measure lumens of a light bulb, um, just to make sure that they didn't violate it by one lumen, because I don't know how that's measured. But there is a reasonable person standard. So, then therefore, to add specificity to that language to say it has to be this many, again, um, would would would pigeonhole you or hold you to a standard that ultimately is probably couldn't measure by eye, pun intended. Um, and then so therefore, what's what what what I'd recommend, what I what I'd base on this logical and legal, uh, framework is called the reasonable person standard. I joke a lot with my dear, ha, colleague, well, not my colleague, but um, and I and I'm super mindful that I, by mistake, and quite mistakenly installed a light, but I'll have to adjust the light because one of my neighbors, it shines right into their house, even though there are trees, and I didn't know until I noticed. So, therefore, I don't use that light. We or if I happen to turn it on, I have caller text that individual to say, "Hey, I'm just finishing my grilling, it won't be on long." Because it's over my grill, and I like to grill and eat. Um, I'll turn it off until I can adjust it. So, the point is the the framework in in this is we understand cars that drive past. We understand security. I have security lights all around my home. If you come to my house uninvited, I can see you a mile away. We tried. So, um, so it like like my other colleague said, I like glowing. If I can't see, but who wants someone peering, peeking through, right? I say that, I hope to see just plain the truth that this is clearly a wording or that the reasonable person standard can hurt would apply. I I agree, though. I I don't think anybody will argue with I will dash like myself and keep on, you know. But if he's standing in my window with a flashlight, he'd better move very fast because I want to see his flashlight. Thank you.
Play from 29:58Oct 13, 2026, Council Committee of the Whole Meeting
[laughter]
Play from 33:02Oct 13, 2026, Council Committee of the Whole Meeting
Can you mute that? Okay, are you chairing or Council President? Whoever's chairing, I just want...
Play from 1:26:24Oct 13, 2026, Council Committee of the Whole Meeting
All right, thank you. And this is no, this is not any disrespect from the work that has been done, additional information, but the truth of the matter is, I think I'm I'm I'm putting together copious notes. Information has been provided. I I'm ready to call, I'm ready to call the question to accept staff recommendations.
Play from 1:26:35Oct 13, 2026, Council Committee of the Whole Meeting
The agenda allows me to move to accept staff recommendations. I'm not changing the agenda, I'm accepting staff, I'm making a motion to accept staff recommendations to withdraw the previously approved $40,000 from the CDBG allocation for the Neighborhood Community Center renovation project and direct staff to deposit into the 2027 annual action plan process. So that's I wish to call it.
Play from 1:27:20Oct 13, 2026, Council Committee of the Whole Meeting
I didn't put it in, they're not specific to...
Play from 1:28:37Oct 13, 2026, Council Committee of the Whole Meeting
As previously stated, yea.
Play from 2:23:12Oct 12, 2026, Regular City Council Meeting
Yes.
Play from 01:08Oct 12, 2026, Regular City Council Meeting
Yes, I have a few questions. Thank you for acknowledging me, too. Hypothetically, if I'm planning to finish my basement, which would add um feet to my home, is, if I finish my basement, does that count? If I if I turn my basement into usable space?
Play from 14:39Oct 12, 2026, Regular City Council Meeting
So, based on your square footage, if it's a 2,000 square foot house and you're adding 1,000 of livable area, then yes, it it would impact. Would I have to put sprinklers in my home, in my basement?
Play from 15:19Oct 12, 2026, Regular City Council Meeting
Okay.
Play from 15:29Oct 12, 2026, Regular City Council Meeting
Second, then then there's this um, and and I I'm trying to see, I want to stay aboveboard. For example, hypothetically, if I'm doing something and I need to bring street sprinklers, and from my current experience, the water underground, I I have to pay to increase the width. If my house is in one of those areas where I have to pay to tear up the ground to increase the width and will cost me for the water sprinklers, does that come, fall onto me, too?
Play from 15:34Oct 12, 2026, Regular City Council Meeting
So I don't have to tear up, I don't have to dig lines hypothetically?
Play from 16:36Oct 12, 2026, Regular City Council Meeting
So if so if someone gets a permit to redo their basement, um that person pulling that permit will have to account for square footage and then an additional cost for sprinkler and only to the just just the basement, or will it be the whole house, correct?
Play from 16:48Oct 12, 2026, Regular City Council Meeting
All right, thank you. Thank you.
Play from 17:30Oct 12, 2026, Regular City Council Meeting
I say 49%. Not 45.
Play from 26:35Oct 12, 2026, Regular City Council Meeting
That's a yes.
Play from 26:46Oct 12, 2026, Regular City Council Meeting
Yes.
Play from 31:53Sep 29, 2026, Council Committee of the Whole Meeting
Thank you, um Council Acting Council President. Um, actually, this question is for you, uh Council President, in your other in your role not of uh not committing anything, however if there are funds could this program is to be funded could it be funded through the CDBG? Can you answer that for us?
Play from 32:07Sep 29, 2026, Council Committee of the Whole Meeting
Well, if those parameters are met, is it is it possible then that uh this the funding can come from there? Is that what I hear you saying?
Play from 32:49Sep 29, 2026, Council Committee of the Whole Meeting
Well, from what you've heard um about the work and its effort to to address uh some very, you know, specific downtown...
Play from 33:15Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. I appreciate that.
Play from 33:44Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. All right. That that helps me uh start the discussion again. All right, thank you. Thank you Council President. Thank you for uh Mrs. O'Brien and thank you Mr. Wilson.
Play from 34:12Sep 29, 2026, Council Committee of the Whole Meeting
Yes. Thank you, Acting Council President.
Play from 46:10Sep 29, 2026, Council Committee of the Whole Meeting
Uh, I would just like, um, kind of a a question that can help, I don't know, right now uh, agreeing with with um my colleagues to the left of me. Um, however, is there a opportunity, because if if there's the fund is already closed, I understand if the language is about existing contracts, already existing uh, applications. My question is is I like I like peace, not not that that not that I avoid conflict or conversation, but when there's an easier path uh, to get to where you need to be, I follow I follow I look for those. Could it be that the easier path um, would be to take whatever application that's been submitted and forward it to C D CDBG? We've already heard loosely, not a commitment, loosely that what has been presented already falls under the umbrella, it probably meets the meet those guidelines. Now, I don't know, uh, uh, you know, charge me, I don't know the complete CDBG application process, and what what it entails, and and the information that you've already provided. But could there be a a quick forwarding of an email uh, of that application to the CDBG, and follow whatever process? So that way, we won't have to look for additional funding per se, because just, you know, because of the funds that may or may not exist in the CDBG CDBG now or in the future. So, in short, would it be a simple path I get it, you know, you're keep coming back, I get it, and where I I don't want you to have to do that, but for for It looks like it's something that's going to happen and it may not happen tonight, but could we just ask him to apply for the CDBG, so it so that would be the easier path?
Play from 46:13Sep 29, 2026, Council Committee of the Whole Meeting
So both paths will have to come back. Correct?
Play from 47:52Sep 29, 2026, Council Committee of the Whole Meeting
So, but my, but, but now with the CDBG, there's not as much question of budget because the money would probably be that the money could potentially be there.
Play from 47:54Sep 29, 2026, Council Committee of the Whole Meeting
I I Okay, I'll I'll yield and we'll make that decision later. Thank you for the clarity.
Play from 48:15Sep 29, 2026, Council Committee of the Whole Meeting
I'll always give you the microphone back, your Honor. Your Honor.
Play from 54:37Sep 29, 2026, Council Committee of the Whole Meeting
I appreciate you. In the meantime, just in the meantime, while you're waiting, could would it would it would it be wise to also submit your application to the CDBG? In the meantime. So So that way, you have more than one bite at the apple. I was I was trying to get that. So in the meantime, while you're doing that, do both. Hypothetically speaking, just in case there's funding in the CDBG. I yield. I'm not I I'm just offering advice. I'm not telling you what to do. Okay? I advised that. I yield. Okay.
