Yes, so with that being said, basically, what you're telling me is that and that the people that that you've and all these are all in the in the in given together right now as is they're all in the same bucket?

Okay, so essentially the overnight sheltering, the emergency program is not - it is not going to reopen, is that correct?
Play from 2:16:06Oct 13, 2026, Council Committee of the Whole Meeting
Okay, so the city has to pay this bill, the city has to agree, because at this point we we need to be honest, as a mentor and as a as we've we've helped this community, we've engaged the community... and there is no other shelter and the city will be forced to give you the money. That is that's the bottom line. And I don't think that's fair.

I'm terribly torn, um, with this. I I agree with Miss Arndt that there are, um, some some misgivings on both sides of this conversation. Um, I also, um, am greatly troubled by the misappropriation of the moneys. I do want to, um, understand better, um, what happened to that money. Um, but, uh, I do also agree with Ms. Paul that, um, we have invested heavily into the into the center at this point and that, um, this would be, um, a travesty for that not to be finished. And so for those reasons, I'm going to vote no.

Mayor, fellow members of council, proposed ordinance number 2026-14 establishes an immediate moratorium on the acceptance, processing, and approval of applications for new large energy facilities, data centers. For clarity, the only change made since the first reading is the addition of a specific definition of data center. No other substantive provisions of the ordinance have been changed. The ordinance is intended to give the city sufficient time to develop comprehensive regulations addressing the location and construction of these facilities, their demands on the city's electrical and public infrastructure, their effect on utility ratepayers, and their broader impacts on public welfare. During the moratorium, the city would not issue permits, approve site plans, rezonings, conditional uses, or subdivisions, enter into utility service agreements, or other or issue certificates of occupancy for newly covered facilities. Pending applications deemed complete before the ordinance takes effect would be stayed, subject to limited exceptions requiring council approval. The ordinance exempts government facilities, hospitals, universities, public safety facilities, certain limited expansions by existing industrial users, routine maintenance, existing telecommunication facilities, qualifying clean energy facilities, and public utility infrastructure. Most importantly, this ordinance provides the city with an opportunity to study electrical capacity, transmission, and substations, system reliability, infrastructure needs, cost allocation, demand charges, standby power, and protection against stranded costs being passed on to existing ratepayers. This is a temporary and responsible measure designed to protect Dover's residences, businesses, utility customers, infrastructure, and future economic development opportunities while the city establishes clear and comprehensive standards. I respectfully ask for the council support for proposed ordinance number 2026-14. Thank you.

Councilman Neil, I did have a question.
Play from 12:48Apr 16, 2026, Code Board of Appeals Meeting
Um, for the the constituent that's that's on the phone, um, did did she have her address that she lives at on the tax paper, or did she not or did she have the address that she is renting on the tax slip?
Play from 12:52Apr 16, 2026, Code Board of Appeals Meeting
Okay, so you didn't receive any notification whatsoever besides the one that was on your door?
Play from 13:25Apr 16, 2026, Code Board of Appeals Meeting
So I I I find a little bit fault right there uh of code enforcement, to tell you the truth. If in As a homeowner, if I have everything run by my mortgage company, and you're sending an at- uh uh code enforcement to an address that I'm renting, and you have that uh somebody could have easily taken notices off if you stapled it, or even if you mailed it, it it's I I find it just a little iffy on how are you supposed to get something if you're not at that residence? Even though you Not everybody knows you're supposed to update this, that, and the other.

Thank you for recognizing me, Council President. Um, on the 26th, uh, Tuskegee Airmen Commemoration Day at DSU, um, is taking place from 9:00 a.m. to 2:00 p.m. Just wanted to put that in there. Also, we will be recognizing our Vietnam, uh, veteran, um, memorial, here in Dover at the- at the park. Um, so I just want to invite people to come out to those things. Thank you. I yield.

Okay, just making sure. Um in my district, of course, we had all of the complaints that uh arose from the snow removal, and I think between myself and uh Councilman Lewis, um we had our hands full with uh that. I just want to again thank um all of the city staff that um aided us with those um asks. Um I have also uh been working on uh doing some research around uh the possibility of a a data center coming uh to uh maybe particularly our area and kind of fielding the research on what we can do to be proactive um should uh one of those facilities decide

say that they want to make Dover their home. Um, I have also had some conversations around doing some other works within the community with the children. And, um, I'm grateful for all of those that came forward and talked about affordable housing. Um, there's a a national opportunity well that that as well that I've been doing some research on, and as I gather more information, I'll be happy to share that with some of the opportunities that might also present themselves to deal with making housing more affordable. Thank you. I yield.

Thank you for welcoming, recognizing me, Council President. Um my my uh ears heard that whatever um the developer is interested in is kind of hanging in the balance here. There's a there is a um a patience to wait for the other three, but at least it would give the development opportunity with the two that are at hand. And I personally don't want to see us jeopardize um that piece of it, um especially when it offers um some opportunity for growth and economic development and an infusion

of revenue into the city. So, um those parcels are already um in the city, and they're just looking to be rezoned. And so for that reason, I am in favor of us approving um this to rezone those uh parcels um in question that are already a part of the city so that we don't further jeopardize the opportunity that exists by waiting these three 30 days to get the rest of the of the uh understanding that we may be lacking because they can still move forward with their project, if I heard it correctly, under um the pieces that are already a part of the city. I yield.

My my question um or my concern, actually, is is kind of moot right now because we're going to have to bring it back. I am a licensed realtor, and I missed my opportunity to recuse myself from this. I didn't want my um input to geg the vote. So um I I just um wanted to interject that.

Oh, thank you. Good evening, everyone. I see that Mr. Hugg is at the podium. I have a few areas of concern and I know that some information has come forward. Council President, I know that you, you had that. And we, we definitely want to have Pastor Grimes and Mr. Stafford come forward and, and give their presentations. I don't want them to have a, a wasted moment here. We want to be appreciative of their time. I, I do however want to address some of the complaints that have come forward, and in light of those things, pending what those things show, possibly hold off on the vote for this after we determine whether or not there's merit to those issues that have come forth. So with that in mind, I'd like to allow Mr. Hugg to move forward at the podium and guide this discussion. Thank you, I yield.
