All right, so, uh, also I wanted to let you know that, uh, every month I've started to get an invitation from lieutenant governor's office, Lieutenant Governor Hall-Long's office, uh, regarding the Black Leaders of Affairs group. And, um, I do go in the capacity of the Human Relations Commissioner. So I just wanted to let you all know that. Um, so if somebody says something to you, you already know that it's a possibility that I am attending those particular meetings. And they happen every, um I think it's every second Thursday, but the last one was on the 5th. So it might be every every first Thursday. But it was on the 5th. So it was at 12:00, and they only had it for an hour. Um, and it's it's minority leaders from the state, statewide. Um, and they start talking about, uh, particular issues, um, regarding not just the minority community, but, uh, Delaware as a whole. Um, and and how, um, you know, send support, just like we're talking about support now for our populations. You know, they we talk about, uh, Delaware as a whole and and how we, you know, fine-tuning to get better relations and people being able to communicate with each other as and be able to support each other. So, um, they always want ideas, um, in the governor's office and lieutenant governor's office. And that's a particular group that, um, they asked me to be a part of with them. Just wanted to let you all know. Okay? Um, again we will, um I am looking at the time so we do still want to have some time, uh, a little bit to hear from some of the folks, um, in our audience. Okay. Uh, also, um, I

In regards to the institutional knowledge, um do we currently have like a Are you speaking to the point of maybe a database where information that you have on this topic he may be able to tap into and then elaborate on a uh one-on-one conversation or a face-to-face conversation, or just in general like just being able to communicate with that individual um and they're receptive to to giving feedback? I'm
Play from 30:22Jan 30, 2026, Council Workshop
Thank you very much for answering my question. I yield. Thank you very much.
Play from 31:56Jan 30, 2026, Council Workshop
Yes, thank you very much, thank you for recognizing me. Um, just maybe about three questions. Uh, one, uh Paul, in regards to innovative or innovative approaches or trends um for reduction of utility user fees for our constituents. What is out there? What How can How can we take advantage of some of the trends that the municipalities Other municipalities are using to keep the user uh utility fees down? I heard you mention something to the to the point of generating or maybe generating some some power. Um, what I'm thinking of is a a field where we can have um like solar panels, right, and and I know uh for a fact that there have been some individuals who are interested in selling their land so that we can, you know, produce that. Uh, they're not in the city, they're in the county, but close within proximity. So, in other words, what is your view on that matter? Do you think that could help? Do we need to be look Are other municipalities us- using that? Uh, and and what If not, what are some of the other trends that we could be using or creating, in your expertise and knowledge in your field, um that we should possibly be taking a look at?
Play from 46:16Jan 30, 2026, Council Workshop
Thank you. Um one last question. Um sort of ties in. Um I know there's state or federal aid, right? So, do you have like a subdivision, or do you have someone that tries to keep up with state and federal aid or opportunities for us to our municipalities to say, "Hey, we need we need some additional funds so we can keep our user utility or utility user fees down for our shared constituents?" Because it's not just our local uh, you know,
Play from 49:41Jan 30, 2026, Council Workshop
constituents, but it's also state and county and also the county. Uh do you have partnerships? And and if so, have you seen um any impact from the tariffs, taxes? Has that also um impacted our capability to bring down the cost for our constituents when it comes to utility user fees? So one, has tariff taxes sort of impacted how has it impacted, you know, um our capability to keep it down, if so? And and the other part is, do you have someone that is constantly paying attention to opportunities for us to gain uh revenue through the state, the county, uh or federal um funding programs?
Play from 50:39Jan 30, 2026, Council Workshop
Thank you. And and do you think that if City Council move to um have uh have you to um hire some elves to help you? (laughs) I'm just joking.
Play from 52:15Jan 30, 2026, Council Workshop
I owe you another one.

This is going the statement here is in honor of uh City Councilman Bill Hare, may he rest in peace. And uh it's true for me, I don't know if it's true for my other colleagues, but he used to say uh when he first got on the council, he was told that the electric that we, you know, bring in, the revenue that we bring in, is our cash cow. And uh and he he was one of the first ones to tell me that, so when I first got on council, the revenue from the electric department is our cash cow. Don't know if that's true or not, but you know, that's that's how he always used to say, so to honor him, I brought this.

who deserves to have a sit-down, a face-to-face sit-down where she would be able to articulate her needs and, you know, Ms. Marney if if if you would be a part of that and Mr. Hugg, and and and even Miss Ms. Duca to be, you know, brought up to speed on that, to try to resolve what is actually needed. I kind of understand why, um, you know, as far as the cutoff is concerned, I I kind of get that. At the same time, what I don't get is how come you can't have the necessary permissions needed, uh, which should be articulated so that those those permissions could be resolved. And and and really, I think, uh, when I became aware of it as as an employee liaison, um, that should have taken place before that. Um, so, you know, I don't know who wants to take that on, but what is the breakdown with, you know, helping Ms. Poole get what she needs?
Play from 1:31:44Jan 30, 2026, Council Workshop
Okay, so were you given the reasons why?
Play from 1:33:04Jan 30, 2026, Council Workshop
Okay, that that needs to probably occur. Um, and and, um, we have to figure it out cuz there is a snag with the permissions. There is a snag when it comes to what your access is allowable and what's not, you know what I mean? But there is a way to do it from your HR perspective.
Play from 1:33:07Jan 30, 2026, Council Workshop
Whoa, whoa, whoa, we ain't done yet.
Play from 1:34:09Jan 30, 2026, Council Workshop
No, no, no, no, no, no, no. What, my question was, what is it going to take to get Naomi what she needs?
Play from 1:34:11Jan 30, 2026, Council Workshop
Well, then tell us what it is.
Play from 1:34:20Jan 30, 2026, Council Workshop
Thank you. Uh just thank you for your for your expertise, professionalism, and your patience uh in just in general. Uh just quick question, or really a request. Um if maybe we could I sort of noticed a decrease in our organizational support activities for our employees. I'm just wondering if we could um try and find a way back to those little barbecues and those little moments of, you know, just um socializing amongst each other in the workplace. I think that really helped to boost uh morale. Uh it sort of goes back to what um Ms. Kays-Sass had presented uh in regards to grace, just give a little grace, and doesn't have to be big and significant. And I think part of uh giving a little grace, which I've heard they really appreciate, is um, you know, just, you know, a little barbecue or or some type of activity.
Play from 1:36:41Jan 30, 2026, Council Workshop
So that's all I I have. I know you're on top of things, so I don't have any questions. [laughter] But yeah, you know, I got new sauce for y'all, you know. I got that fried fish. [laughter] I don't know, you know, I'm promoting Soulard Seasoning right now, no, I'm just joking, but seriously. Um you know, I I, everybody knows I enjoy it, and that's my way of giving back and showing appreciation. And um I think that, you know, that one little thing or other little things, even if we had like activity night or something, I don't know, but I just think that that's all work and and no play, I think that's, you know, you got to have just a little bit, but and and, but yeah, helps with boost morale. So that's all.
