Yes, I do. If the council president has is

Thank you for recognizing me. Um, a few questions. I'll start with my first one in regards to uh disaster continuity and and and it's basically in regards to if a system has failed, uh what is our robust recovery plan for maintaining essential services?
Play from 2:04:18Jan 30, 2026, Council Workshop
Okay, that's that's that's great. Um do you think that maybe um having we used to have Comcast that sort of uh filmed our or or covered our uh meetings before we invested in our own system. Um what I would like to see is maybe we have Comcast provide us with um some figures to see maybe it might be more cost-effective to go back to Comcast covering um our meetings in here, um but I guess we still would need, I don't know, would we would we need upgrade the system that we have now if if it wasn't covering the City Council meetings uh where it had to be on, you know, online uh or that nature in real time? Uh I was thinking well maybe we could just have Comcast to cover uh our City Council meeting, which may cut cost, be more cost-effective. And then our current infrastructure uh we could still use for in-house because it appears that it's it's sufficient uh to, you know, post online. But it seems like the big problem that we're having is the real time Comcast City Council meeting and

cameras, you know, not operable, not working, you know, here and there, which could, which I sounds like it's it's due to maybe antiquated equipment or lack of being able to get the parts, you know. So, I was thinking maybe if we went back to Comcast um covering just the City Council meeting, it might be a little bit more cost-effective and an immediate fix to um our constituents' concern, because I, too, have had constituents say, "Are you still on council? I never see you um, you know, on on the camera." I That they may hear my voice, but they don't see me. So, you know, um I said, "Yeah, I'm still on council, but we're having some complications with our system."
Play from 2:05:55Jan 30, 2026, Council Workshop
Well, and and and I do have other questions, but, you know, I'm not going to, for the sake of benefit of time, I'm not going to um I'm not going to elaborate on, but I'm going to I'm going to make this statement. Um I do think it's very imperative that we have more workshops and that we have quarterly review of budgetary items that is that is um going to affect impact our constituents' uh monthly bills and not be rushed through um very important uh discussion, uh because I feel like I'm being rushed through to the point and and I know and I know you might be upset—
Play from 2:06:50Jan 30, 2026, Council Workshop
But, but, you know, but that's but I need my thoughts in real time, and I might be doing something else or have to leave, you know, and this is not my first or second or even third time saying we need more time. Um and I'm not going to keep beating a dead horse. I'm just going to get up and leave.
Play from 2:07:38Jan 30, 2026, Council Workshop
Thank you to the grounds crew for all the efforts the last few days, appreciate it.
Play from 2:11:41Jan 30, 2026, Council Workshop
Okay.

Thank you. Um I asked uh Senator Paradee to be here if he could today for two reasons. One, Dover is his district and so we look to him for leadership and guidance and money um to to help the city out on a variety of things. Uh and secondly because this week the governor's presented his State of the State followed by his budget message yesterday and uh the I guess the theme of the budget message yesterday was cut the budget cut the budget cut the budget. Don't spend anywhere near what we what we what was allocated in previous years. So I really just have a simple question for him and it's kind of from his perspective how does he see the relationship between the state government and and its financial and other concerns and the needs of the city Dover. And

with the council, um, and then we'll come back and I'll wrap up in three or four hours after that.
Play from 3:16:36Jan 30, 2026, Council Workshop
Um, I want to thank all the members of the of the staff, all the directors, and others who came for for being here today. I know it run a bit longer than I thought it was going to go, but I appreciate you all being honest and forthright and and and helping council and me understand some of your issues and challenges. The documents that you all prepared will become sort of like chapter number one when you write a book, a bloody very start. So there was a a reason I also asked you to to do those things. So kind of so kind of common start point. So, thank you all for for your presentations and uh you're dismissed.

You have Mr. Faust, and you have myself, Dr. Mashue Sudler. Um you also have who is not with us, uh Bishop um Lott, Marion Lott, Paul Fleming, and Wanda Mullins. Those are the empty seats that you see. So, like you stated, the Human Relations Commission, the idea of the Commission was established during that time and because in a response to what you mentioned. Yes, that is true.
Play from 03:16Jan 21, 2026, Dover Human Relations Committee Meeting
Um the You mentioned the incident with Reginald Hannah uh and the murder, the murder of Reginald Hannah. And I understand that. Um at that time, when the Dover Human Relations Commission was um established, you had um Roy Sudler, uh who who is who is my brother. Uh you also had Miss Faye White, um and some others who advocated for this commission. Um they did a lot of outreaching uh to communities, and they did a lot of um activities with the constituents and the citizens in the community. Uh since then, I just came aboard uh in 2024. Um when we had COVID coming through, the Commission was disbanded at that time, so it was absence during that time. Before then, um you did have activity taking place um through the the Commissioners who were on at that time. Um but tonight, and I'm glad you're here, um because we are going to talk about the purpose and the direction that the Commission is going in and what we have been doing lately, okay? But I'm going to also I'm not going to um put aside what is out there in the public that's stating what the Commission does. I want to read to you. The establishment, purpose, powers, and duties of the City of Dover Dover Human Relations Commission, hereafter the Commission, are provided for in Part II of the Dover Delaware Code of Ordinances, Chapter 58, Human Relations, Article II, Human Relations Commission. Broadly representative of racial, religious, gender, and ethnic groups residing in Dover, the nine volunteer members of the Commission are all residents of the City of Dover. They're appointed by the President of the Dover City Council, based upon recommendations from and subject to confirmation by this council. Commission began its strategic plan process to define its strategy, focus, and direction for the years 2020 through 2023. So what I'm reading to you is a revised strategic plan. This has evolved into a revised strategic plan for the years 2020 20 through 2023. In developing this phase of the planning process, the Commission, based upon the first phase, has organized its objectives around the components of its mission, its component its its commitment to competency, transparency, public accountability,

So, uh, think about this, something to think about. Um, we can't fundraise, right? Um, but I'm sure we can get together and utilize a resource that we already have. Maybe like a venue or something like that, to where we can have more, um, community awareness. Cuz that's what we're tasked. And I can't wait to get you up here.

Council President Neil, you've been recognized.
Play from 02:15Jan 15, 2026, Code Board of Appeals Meeting

Play from 04:08Jan 15, 2026, Code Board of Appeals Meeting
So, excuse not mean to interrupt. So, um, typically with discussion is discussion in regards to the scope of the motion, um, for our vote. And what we'll do is we're going to pause there, and what we'll do is we'll just take the vote, if it's okay with you, and then we'll then we'll, I'll recognize you and then we can continue, and then we'll be able to, um, speak. Play from 06:02Jan 15, 2026, Code Board of Appeals Meeting
Okay. It has been properly moved by Dr. Pillsbury that we send Ms. Capone a letter stating that we're going to have the Capitol Police or the City of Dover Police to remove the vehicle from her private property, uh, along with providing additional fine. That we are... we're going to fine her, right?

Play from 21:16Jan 15, 2026, Code Board of Appeals Meeting
