DOWNTOWN DOVER PARTNERSHIP STRATEGIC PLANNING PROCESS FINALIZATION – NOVEMBER 27, 2018 Consultant Peggy Geisler, Principal PMG Consulting, issued a report this summer to the Downtown Dover Partnership (DDP) board of directors, which detailed the strategic planning process and made recommendations to transform the DDP into downtown Dover’s “backbone” organization to produce and maintain a vibrant and thriving central Dover business district. Through the planning process, which included engagement of board members and a variety of stakeholders, PMG Consulting found the following areas of focus to be priority for work of the DDP:  Partnership development among entities with common downtown goals  Coalescing current partners/plans/programs/activities  Business recruitment, retention  Environmental issues (safety, security and parking)  Branding and marketing In order to finalize the planning process, board members and committee chairs were invited to participate in an ad hoc committee to review and recommend changes to a variety of DDP organizational elements in preparation for the DDP board to review, refine and adopt same by early December 2018. This, then, will provide the six DDP committees the necessary direction so that they may align their work with the organization’s strategy beginning January 2019. Two ad hoc “Implementation Committee Meetings” occurred on November 13 and 15. Maureen Feeney-Roser and Diane Laird led the process. DDP board members and staff that participated in the ad-hoc committee included: Tina Bradbury Anita Evans Lucy Findlay Bill Hare Dave Hugg Donna Mitchell John Van Gorp Wendie Vestfall Specifically, this committee was charged with reviewing in detail the following organizational elements:  MISSION  VISION  MARKET-BASED STRATEGIES  ENVIRONMENTAL ISSUES  BOARD MEETING AGENDAS  BY-LAWS 1

Page 22

The following exhibits the outcome of revised/recommended organizational elements derived by the ad hoc committee: MISSION The Downtown Dover Partnership is committed to driving an improved quality of life for the residents and visitors of Dover, Delaware, through collective collaboration, economic development and promotion of downtown Dover’s unique historic properties. VISION Downtown Dover Partnership’s vision is to have an increasingly vibrant and thriving downtown. By the year 2023, downtown Dover will be a cultural, tourist and retail destination for the region. People of all ages will fill downtown to visit museums and cultural attractions, have a nice meal, shop at unique retail stores, and enjoy numerous, varied and playful things to do, both inside and outdoors. MARKET-BASED STRATEGIES 1. Align DDP activities to capture potential customers from Wesley College and other institutions of higher learning in and near downtown Dover. 2. Align DDP activities to capture potential customers identified by Kent County Tourism and those inherent to the local historic attractions as well as institutions near to downtown Dover. 3. Attract local workforce and residents to eat, shop and explore downtown. 4. Ensure DDP committee activities address downtown safety, convenient and customer- friendly parking, and building occupancy/maintenance, as well as advocate for improvements to transportation and downtown infrastructure. BOARD MEETING MEETINGS/AGENDAS This process revealed that board meetings could be shortened and refined to become more efficient. The committee recommends:  Meeting length shall be limited to 1 – 1.25 hours, except in unusual circumstances.  The Executive Committee shall review budget and expenditures (financials) on a regular basis. Financials shall be provided monthly to board by Consent Agenda and formal review shall take place on a quarterly basis (rather than monthly) unless there are questions to be addressed regarding the financials.  Executive Committee shall provide Comments/Action Items toward beginning of meetings. 2
