Silver Lake Commission June 10, 2020 5:30 PM / Via Webex Meeting * DRAFT * Members On the Call Others On The Call Tricia Arndt Carolyn Courtney, COD Parks & Recreation Staff Zach Carter Andrew Howard, Environmental Scientist, DNREC Robin Eaton Andi Riggi, Asst. Planning Director, Kent County Public Works Lyle Jones Marie Kozel Michael Lewis WELCOME & CALL TO ORDER The meeting was called to order at 5:30 PM. INTRODUCTIONS Those on the call identified themselves. AGENDA The Agenda was presented and accepted without change. MINUTES The Chair called for a motion to accept the minutes. An edit was suggested for “DRNEC” to “DNREC”. Ms. Kozel motioned to accept and Mr. Carter seconded the motion. Without objection the motion passed. KENT COUNTY PUBLIC WORKS, SEWER MAIN UPDATE Mr. Riggi’s update noted that in April we completed the inspection of over 80% of the pipe from Route 13 to County Pump Station at E Water Street. We found we need to replace approximately 1400 feet from Silver Lake Park to Oak Lane and 1000 feet behind Legislative Hall. The plan is to start in the park area north of Lewis Mill Drive and to replace the pipe from there to Oak Lane the end of June. The work will not be completed in the park until the entire line is installed and tested. Once the line is tested, we will return to the park and make the final connection and complete the restoration. The work around the Silver Lake Park should be completed by the end of July. We will be providing construction fencing and construction signs around the equipment and work area as previously requested. Once this is complete the crew will move to Martin Luther King Boulevard and replace the force main from the north side of roadway to E Water Street south of the DelOne Credit Union. We will also have to replace a manhole near the intersection of Kings Highway NE and E Division in the park area. Mr. Eaton noted the city would be installing fiber in this area and recommended that utilities are marked prior to any digging. COUNCIL COMMITTEE AS A WHOLE The chair shared her update to the Parks & Recreation Community Enhancement/Council Committee as a Whole. She provided them with a summary of our efforts here on the SLC. She felt it was well received. PARKS PROJECTS AND MAINTENANCE CREW UPDATES/PARKS & PLAYGROUND IMPROVEMENT PROJECT Mr. Eaton reported the volleyball court area at Silver Lake was coming along and should be completed soon. He noted an additional piece of playground equipment had been installed at the playground and playground mulch had been recently been added. The city will be meeting with the Coastal Design Studio staff to coordinate efforts of the beach area. Mr. Jones noted someone had came to him regarding sections of the park without enough benches. ADJOURNMENT With no further business, the meeting adjourned at 6:30 PM
