Sounds great to me. Uh, discussion? All in favor?
Play from 1:33:42Mar 24, 2026, Council Committee of the Whole Meeting
Any opposed? Thank you. And since this was a um just a internal staff recommendation, it's not really a substantive motion, um you know, it's just recommending staff look at something. Um that and I wanted to point that out because there are rules about what can get added, what can't, uh without notice and posting and the like. We're not proposing any policy, any changes, anything else. Just asking for an evaluation. All right. Thank you. Well, sir.
Play from 1:33:50Mar 24, 2026, Council Committee of the Whole Meeting
Yes. It should. When it comes back and they do the evaluation, I think that would be absolutely appropriate.
Play from 1:35:13Mar 24, 2026, Council Committee of the Whole Meeting
All right. With that, if there's if there's no further business for the in this the uh for the Legislative, Finance, and Administration Committee, we stand adjourned.

Want to thank, uh, the the men and women of the fire department for the great work they do all year along. Yep. I had a question regarding the the slide you had up, and that is the false alarms. The false alarm uh hour is number was almost equal to fire number, which is a little bit disturbing. But But maybe I I don't know what a false alarm is. Is that just something that somebody had a suspicion of and didn't pan out, included in that, or or are those, um um, or are those, um, false calls, or, I mean what what what do you consider a false alarm, and, and where where do those come from? Are they Are they prim- primarily different sources or are they, um, just spread out generally?
Play from 30:35Mar 23, 2026, Regular Council Meeting
Mr. President.
Play from 40:18Mar 23, 2026, Regular Council Meeting

Play from 40:22Mar 23, 2026, Regular Council Meeting
Just to uh interject, there's there's multiple, I believe, Easter egg events, so. But I'll I'll be at the Tracy Palmer one. I was invited and sponsoring, but thank you.
Play from 45:26Mar 23, 2026, Regular Council Meeting
Thank you, Mr. President. I want to, uh, thank the people who have been, uh, been expressing views on both sides, uh, regarding the, uh, some of the issues that we have...

of uh downtown. A lot of uh as we all know there has been a lot of good things happening, but there's also some real challenges. Uh and obviously, uh people have a right to be to feel safe in their own property, and people have a uh and it's a good thing to get people uh off the streets and to get the the help they need. Uh I just want to uh be committed to finding a solution that works for all sides so that we can have a stronger community where people are helped and people are aided, and where also people uh can live a high quality of life in our city. And I want to call upon uh the various community organizations to uh wh- when the winter comes to restore the original uh vision that had happened with uh Code Purple, cuz one neighborhood should not bear the burden alone. You have fewer problems when things are rotated to different places, uh and and I really hope that uh people will start considering that uh now for the the winter season. Thank you. I yield, Mr. President.
Play from 45:52Mar 10, 2026, Council Committee of the Whole Meeting
Second.
Play from 00:23Mar 10, 2026, Council Committee of the Whole Meeting
Thank you, Mr. President. First of all, thank you for accepting the invitation. Uh, you've been a very interesting person to uh converse with, and uh thank you for bringing some of that conversation here. I, the uh I think looking policy, you're looking at uh What could you explain a little bit uh differences between uh like it used to be what what we now call cottage houses used to be uh normal working class houses, like if you look at Rodney Village, Kent Acres, uh even uh some of uh Northwest Dover Heights and the like. And they're nice places. Um what what happened to those?
Play from 21:26Mar 10, 2026, Council Committee of the Whole Meeting
Yes, um, so what could be done without, um, market manipulation, what can be done to encourage, uh, a variety of housing?
Play from 24:13Mar 10, 2026, Council Committee of the Whole Meeting
And in the City of Dover, we have something called a planned neighborhood development, which is our our main mechanism to allow for, um, let's say, smaller homes and the like. Uh, yet we've had, um, I guess that they haven't had a lot of takers on that. Um, is there, uh, anything, uh, is there something wrong with that particular ordinance that needs to be tweaked? You don't need to answer that today, or is there, is was it just the market at the time?
Play from 24:59Mar 10, 2026, Council Committee of the Whole Meeting
Thank you. And and by the way, now that I don't know that palace would be our our uh thing, but we'll we'll keep the P-word out. But but the uh but when it comes to uh developers, if your your firm sees a few acres of land that still exist in the city and and uh can make it affordable, you'll probably find some a friendly reception here.
Play from 26:45Mar 10, 2026, Council Committee of the Whole Meeting
Exactly.
Play from 27:53Mar 10, 2026, Council Committee of the Whole Meeting
I yield, Mr. President.
Play from 28:03Mar 10, 2026, Council Committee of the Whole Meeting
Uh thank you, Mr. President. Uh thank you for your presentation uh tonight. It is uh uh very good, uh the conversation we definitely need to have. Um I
Play from 1:11:51Mar 10, 2026, Council Committee of the Whole Meeting
a question, um, for research, as opposed to I don't expect you to answer it. And that is, um, there was a property that was, uh, open to even, uh, tents, which was not feasible, um, uh, with with the Unsheltered Working Group. Um, would would they be That was a little more isolated, would they be interested in maybe phase 2 and when, uh, somebody deals with an adult homeless population? Uh, that might be something to look at, uh, maybe a prop- that property, um, that that the Unsheltered Working Group was looking at. Or maybe this one, um, could be more for families, because that's just my opinion, uh, but I think that neighborhood is a family neighborhood.
Play from 1:12:05Mar 10, 2026, Council Committee of the Whole Meeting
And changing, anything that could change the character of that neighborhood wouldn't be wise, in my opinion.
Play from 1:12:43Mar 10, 2026, Council Committee of the Whole Meeting
And nor would it probably be welcome. Um, if and if something that can fit within that And I think And I think Dr. Pillsbury is correct that, uh, that families should be family, that that, uh, the number one, uh, crime prevention, the number one path, uh, that that's that whether somebody will, a family will escape poverty is whether or not their family is intact. Um, that's the Not the only, but I'm saying that's the number one indicator.
Play from 1:13:17Mar 10, 2026, Council Committee of the Whole Meeting
And, uh, anything that we do that that discourages intact families,
Play from 1:13:43Mar 10, 2026, Council Committee of the Whole Meeting
in in my opinion, is, uh, it takes us the opposite approach from where we need to go. Uh, family first is really a important thing.
Play from 1:13:47Mar 10, 2026, Council Committee of the Whole Meeting
Um, that's but I That's That's just my opinion, and and maybe this could be phase 1 and prove it and and, uh, with, uh, and it's a little more expensive to deal with families because like you said you have to have the designs with more water, sewer, and with It's It's more It's a little more involved, but it it's an important need we have. And then we do need, quite frankly, the adult population.
Play from 1:13:51Mar 10, 2026, Council Committee of the Whole Meeting
And, um, that's, uh, yeah, and that's something that could happen. And maybe even, uh, that's the property, maybe might even they might even be willing to sell to do the other program, too.
Play from 1:14:34Mar 10, 2026, Council Committee of the Whole Meeting
Um, uh, but but there are different properties, and I hope, uh, uh, as well. I hope that that you will touch base with city staff and, uh, discuss some of those opportunities. I yield, Mr. President.
Play from 1:14:43Mar 10, 2026, Council Committee of the Whole Meeting
Thank you, Mr. President. Um, first of all, I want to, uh, uh, thank everyone who participated in in the, uh, trash pick up that Being The Seed organized, uh, recently. It was, uh, quite a bit of success. Uh, I didn't get to participate this particular one because I, uh, had to, they ended up, uh, uh, deciding to have a war. Anyway, that got me a little tied up. So, um...
Play from 1:28:28Mar 10, 2026, Council Committee of the Whole Meeting
not prepared for that. But, but it was a a good thing and I I just want to thank about 40 people who participated in that in the community. It was a There were a lot of community partners and I did get to talk with some people afterwards. Um it that was a um there's a lot of positive um things happening. Um there are also some concerns um uh yeah that uh there is uh maybe uh some drug dealing concerns uh that is starting to creep up uh north the alley between North Governors and New Street. Um that's a concern and there there's some other concerns as well uh different areas requested and forwarded to staff for different places. Um I want to thank staff for the work they've done. I uh Also, uh that we've gotten a lot of uh there's been a lot of high praise uh for the snow removal from uh people all across uh the district. Uh See, yeah, okay it's a lot easier to move powdered snow than it is packed ice, you know, although some people aren't uh making that distinction. But, hey, take the praise when you get it because the uh the staff worked very hard. They did a tremendous job and they did it with the utmost professionalism and and the people in the city are noticing. And that's uh a good thing. Um there's also uh uh uh the people of Silver Lake Boulevard are are tracking and and happy about the the replacement of the barrier uh and uh thankful for for that even though it's gotten a little delayed because of weather, which is can only be expected this time of year. And there's um uh also some diff- other issues that have been uh uh sent in to staff and looking forward to uh to seeing those uh resolved. Um and we look forward to the St. Patrick's Day Parade coming up Saturday, and want to thank all the volunteers who engaged and put that together. I yield, Mr. President.
Play from 1:28:28Mar 10, 2026, Council Committee of the Whole Meeting
Uh thank you Mr. Chairman. Uh uh unless any member of the public has anything, but if uh not I'd just give me a moment. I I move for uh acceptance of this water infrastructure within the right of way of the of Bay Road uh dedication to include all of the referenced uh water infrastructure as uh the staff recommended.
Play from 1:36:30Mar 10, 2026, Council Committee of the Whole Meeting
