Play from 3:00:27Nov 25, 2025, Council Committee of the Whole Meeting
Uh yeah. Thank you um Councilman Anderson. Um, and most of my questions were were answered, uh in particularly uh when uh Councilman Boggerty pointed out the uniqueness of the position. But uh in listening to Ms. Poole's answer, um it sounded to me like the job description really I don't know if it did or did not point out the uniqueness cuz, you know, if we're was that even considered in the writing of the job description? I guess I want to ask the chief, when it comes to this position, and then do the other municipalities that have the same position under the police department, is their positions equal to or comparable to an IT position for the rest, you know, for their other IT for that municipality, if that makes sense?
Play from 3:00:33Nov 25, 2025, Council Committee of the Whole Meeting
Well, I'm trying I'm trying to determine whether or not the position that you're referring to, under the uh police department, because of the uniqueness of, you know, working with body cam software, stuff like that, excuse me, um would justify a different job description.
Play from 3:02:35Nov 25, 2025, Council Committee of the Whole Meeting

Uh yes. Um the the sump pump, let's say someone is discharging directly in, how long It says you get evidence from the accredited laboratory, we know how much that costs and how often does that have to be? Like it says it expires. I couldn't find out how long. Is it for a year, or you know, what's...
Play from 3:59:42Nov 25, 2025, Council Committee of the Whole Meeting
Okay.
Play from 4:00:45Nov 25, 2025, Council Committee of the Whole Meeting
Oh okay. I I I thought I I thought I was taking it as if you know your sump pump is going in that, um, that you would have to go get it tested now, and it would be good for a certain amount of time or something like that. But that that Thank you for the clarity. I yield.
Play from 4:01:17Nov 25, 2025, Council Committee of the Whole Meeting
Yes, thank you uh, Chairman Anderson. Uh Chief, uh I'm looking here at Section 106-139, dash, C-E, Section A uh where it says limitation of occupancy-

of medians or the adjacent roadway at intersections serves to prevent driver distraction, traffic congestion, congestion, uh delay of traffic, and accidents, especially on median strips um or the in the roadway itself.
Play from 4:20:11Nov 25, 2025, Council Committee of the Whole Meeting
My I need a definition or if you could explain what the adjacent roadway at intersections, what that means.
Play from 4:20:23Nov 25, 2025, Council Committee of the Whole Meeting
So um so I understand where it says limited limit- limiting the occupancy of medians. How do we limit occupancy of the adjacent roadway? Would that be Would that be including the sidewalk?
Play from 4:21:09Nov 25, 2025, Council Committee of the Whole Meeting
I just don't understand I mean, I understand from the road aspect of it, but I don't understand why that's there.
Play from 4:21:26Nov 25, 2025, Council Committee of the Whole Meeting

Play from 4:32:53Nov 25, 2025, Council Committee of the Whole Meeting
Oh, okay. Um, I just wanted to put on the record, um, you know, my thoughts. Um, and believe it, believe it or not, you know, panhandling, you know, living with that all my life, I I have no problem with with the panhandling, um, and never really gave it a second thought, you know, when they when when it was around Del Tech and areas where it was a lot flatter. Um, but when I saw the individual with the wheelchair down by Walgreens and CVS, that that individual was about to get hit by a car, and we don't we don't need to wait for that situation to happen. We've got to make sure that we protect those individuals. They may not be thinking clearly or whatever it is, but they just have to pick a different area or a spot away from the median to do what they do. You know, and and um I I don't think it would I think there's people that still would support them, but not in the in the median area. Safety is first. And and and it doesn't matter to me whether or not we have statistics, because statistics means we acted too late. Um, let's be proactive. Um, maybe this is not the way it's written perfect or whatever, you know, we'll have to think about that while we're making our decisions, but as far as the safety of the individuals um standing in the middle of the road, particularly if they want to take a a wheelchair or a person in a wheelchair is trying to do it, not necessarily uh I think we have to protect that individual. And with that said, I yield.
