Uh thank you for recognizing me. I just wanted to say that as a as a contractor, I've never used them before, but I have seen their work out in the field and so I am comfortable in the capacity in which I have a contracting uh company. I've seen their work, never used them, but I've seen their work and so the to me they've been impressive. Haven't heard anything negative, so that's why I'm supporting uh uh this motion. I yield.

Uh, uh thank you, uh Chairman Rocha. Uh, with the current dialogue, in which we have heard before, um that contractors have asked for a uh pre-mandatory, this is not the first time that uh Mr. Wilson has brought this to our attention. And so, I would like to, I move that um we have within 60 days, or I would say in January, we have the procurement uh department or whoever is in charge of the procurement process to come to a meeting, whether it's your committee meeting or the Legislative, Finance, and Administration Committee meeting. I think it would be proper to have it with the Utilities Committee, being that this issue is coming out of utilities, and brief Council on the process, what we would need to do to make the proper adjustment uh for, for the mandatory pre-bid meeting, and um
Play from 1:30:37Nov 25, 2025, Council Committee of the Whole Meeting
and have an open discussion uh so that small contractors can can come forth and participate in the in the process so that it would help to clear up any of the concerns so that moving forward, it would be a smooth transition and everyone will be on the same page.

It's been I moved I moved to So in a quick synopsis, I moved that we revisit this um topic with a procurement um officer or whoever's um in charge of the procurement process and within 60 days to have them come back and brief council on the policy, the process, and what we would need to do to change the process so that we'll be in compliance uh moving forward. And to and to and to offer uh that discussion to small contractors or whoever, the public to come and participate in that discussion with the Utilities Committee. So in other in other words, in 60 days, have someone from the procurement office come out and at this utility meeting uh or in your committee if if if you are in approval of that and and uh have this discussion there.

Play from 1:54:52Nov 25, 2025, Council Committee of the Whole Meeting
Um, can we, uh, get a microphone over to Ms. Paul for the recording?
Play from 1:55:01Nov 25, 2025, Council Committee of the Whole Meeting
Oh, she's coming up. She's—thank you. Yes.
Play from 1:55:10Nov 25, 2025, Council Committee of the Whole Meeting
Thank you. There, there is, um, the city does, uh, in fact solicit from the, basically the State of Delaware supplier diversity list, and to make sure that minority contractors, uh, do have a role. That's, uh, do you have anything to add, Mr. Lyon?
Play from 1:57:00Nov 25, 2025, Council Committee of the Whole Meeting
And if they're both, it's 4.5%, is that correct?
Play from 1:57:51Nov 25, 2025, Council Committee of the Whole Meeting
Still just 3%?
Play from 1:57:54Nov 25, 2025, Council Committee of the Whole Meeting
So if you're a local minority...
Play from 1:57:55Nov 25, 2025, Council Committee of the Whole Meeting
You don't get any benefit, basically, if there's another local business. Is that correct?
Play from 1:57:57Nov 25, 2025, Council Committee of the Whole Meeting
Thank you. Is that at one point it was um 1 and 1/2 % was added to it at one point. When did that change?
Play from 1:58:11Nov 25, 2025, Council Committee of the Whole Meeting
Thank you. I appreciate that. All right, is now did we have a motion to on the contract? Mr. Boggerty, recognized?
Play from 1:58:21Nov 25, 2025, Council Committee of the Whole Meeting

Play from 1:59:22Nov 25, 2025, Council Committee of the Whole Meeting
Aye. Any opposed?
Play from 1:59:36Nov 25, 2025, Council Committee of the Whole Meeting

Play from 1:59:39Nov 25, 2025, Council Committee of the Whole Meeting
And we'll just refer those concerns in with the to procurement, and they can look at it all in the 60 days. Um next item is the consideration of reclassification, regrading of senior land analyst position, Mr. Hugg? While he's coming up, Mr. Garfinkel?

Thank you, uh, Chairman Anderson for recognizing me. Um, one of the questions I had was in regards to the in-house hiring process. Um, was the criteria made available, um, amongst the employees of the City of Dover overall or just in the department of of of the police department?
Play from 2:10:31Nov 25, 2025, Council Committee of the Whole Meeting
Okay, so in other words transparency across—
Play from 2:11:01Nov 25, 2025, Council Committee of the Whole Meeting
the board was, everyone had opportunity to apply.
Play from 2:11:04Nov 25, 2025, Council Committee of the Whole Meeting
Okay.
Play from 2:11:09Nov 25, 2025, Council Committee of the Whole Meeting
Right.
Play from 2:11:14Nov 25, 2025, Council Committee of the Whole Meeting
Um, my question also my question to you, um, do you foresee any um, can you see where this could be perceived as, um, being perceived as being a little bias? Um, I we're talking about a $25,000 to a $30,000 pay increase, um, for one person. And and I'm wondering if any of our IT, um, individuals that we have working like Mr. Simmons, uh, if there's anyone underneath his, um, leadership or department that could help fill in and until we found someone with a little less than than a $25 to $30,000 pay increase. Because my concern, my concern is that
Play from 2:11:15Nov 25, 2025, Council Committee of the Whole Meeting
we have raised, you know, we have hiked the electric bills, and we've done a lot of hiking of things. And I'm looking at our budget, and because we don't, we currently do not, um, meet quarterly, we only meet annually to review our budget, I'm not quite sure how this will impact our budget and whether or not this is going to come specifically out of the the, um, the police department's budget only, or is it coming out of the general funds? Uh, see I'm not quite sure how that how that works and what kind of precedence does that send. So I'm just, you know, things are just coming to my mind. I'm just...

I'll just save them for now, but thank you for...
Play from 2:14:19Nov 25, 2025, Council Committee of the Whole Meeting
Thank you. Uh we're we uh want to hear from our uh employees uh first and then members of the committee get to ask questions, and then we would allow members of the public to uh comment and ask questions. Um uh Mr. Boggerty, Councilman Boggerty.
Play from 2:14:22Nov 25, 2025, Council Committee of the Whole Meeting
Let's bring uh since Chief Johnson did a lot of that research, I want to invite him forward.
Play from 2:15:29Nov 25, 2025, Council Committee of the Whole Meeting
uh we are in open session, and then we with with personnel, we're looking at position reclassification, not necessarily the individual. So, but please.
Play from 2:30:43Nov 25, 2025, Council Committee of the Whole Meeting
Um uh that uh I apologize, but to explain why that is, we'd start getting into uh personnel specifics, which uh is beyond um a reclassification, which is about the position. Uh we have limitations on what we can say on the floor um because it involves people, personnel issues, which it has some restrictions to it. But I I apologize, but we'll have to leave that uh off of the table. Can discuss stuff from offline.
